  2. Contents • Just a few slides to help start a discussion about how our organization is working towards integrating Riscmanagement and Crisismanagement. • Terrorism Resilience • Critical Infrastructure • Flooding

  3. TerrorismResilience The Haguehistorically has a lot offexperiencewithterrorism. During the '70's-80's-90's severalattacks have taken place. All thoseattackswerefocusedagainst (foreign) national targets and interests, fitting the variousnationalconflictsworldwide.

  4. TerrorismResilience After the 9/11 attacks, and even more soafter the mass transit bombings in Madrid and London we revisedour plans. A new 'form' of terrorism had emergedwhich we have to deal with. Focus is onterrorismresilience. How to denyterroriststheir goal? Resilience!

  5. TerrorismResilience Police & Intelligence services have the responsibillity to (try to) prevent attacks. Safetyorganisations, such as the firedepartment and the ambulance services, have a responsibillity in responding to incidents, including terrorist attacks. Our focus is onawarenesswithourpersonell, to knowthatthere is anattack is key to deal withanattack!

  6. CriticalInfrastructureFailure Failure of CriticalInfrastructureinstallations is one of (possibly the) largestrisks in oursafetyregion. Focus in preparing forfailure is on building relations between the 'players'. Mainly to becertain of effectivecooperation in case of anemergency. We are in a proces of makingstructuralcooperationagreementsbetweenourself (Fire, Police, Ambulance, Municipality) and CI partners onanoperational level, with a minimum of fuss, justtelephonenumbers, whocallswho, when and why and what are the expectations.

  7. Flooding FollowingKatrina and other (smaller) floodings in Europethere has been a largeinvestment in planning and preparing forfloodings. The Hageuregion is (very) vulnerableforflooding, bothfrom the NorthSea and riverflooding. Most of ourregionneedsdykes and levees to stay dry.

  8. Flooding In our planning we focusedongetting al the playersaround the planning table. One of the mainchallenges is how to evacuate 1.000.000 civillianswithin a realistic time frame?! Furtheryou have to beable to give the best advisepossible to thoseresponsibleforgiving the evacuation order. And, of course, you have to beable to keep performingyouroperationalactivities....
