NERC Operating Committee Report • NERC Spare Equipment Database • Voluntary • Transformers to start • Access requires entity to volunteer to be included • Bulk Electric System (BES) Definition • BES definition was approved, but the technical criteria to request an exception was not approved • NERC to file changes to BES definition with FERC by January 25 • Event Analysis (EA) • More resources committed to effort for quicker turn around with reports • Currently, EA process is voluntary but NERC is contemplating changes to the Rules of Procedure to make it mandatory

Frequency Responsive Reserve Standard Update • Proposes reducing the frequency bias for the Western Interconnection • Standard Drafting Team (SDT) is proposing 5 requirements • Field Trial has begun • SDT requested frequency, NAI, and load data at the AGC scan rate from the BAs • Preliminary results of field trial data from the participating 13 BAs revealed forms not properly filled out, insufficient data, and data quality issues • WECC BAs concerned that several events that were selected were across the ramp period • Standard was posted for comment • NERC and FERC approval is expected by May

WECC-0049, Blackstart Capability • Motion passed to Approve the WECC-0049 Blackstart Capability and Blackstart Resource Testing Plan Regional Criterion (approved by BOD on December 1-2) • Voting results: • TPs: Yes – 21, No – 0, Abstentions – 2 • TCs: Yes – 17, No – 0, Abstentions – 3 • State & Provincial: Yes – 1, No – 0, Abstentions – 0 • Motion passed to Retire the Regional Blackstart Capability Plan (approved by BOD on December 1-2) • Voting results: • TPs: Yes – 24, No – 0, Abstentions – 2 • TCs: Yes – 18, No – 0, Abstentions – 1 • State & Provincial: Yes – 1, No – 0, Abstentions – 0

WECC-0070, Governor Droop Criterion • Motion passed to Approve the PRC-001-WECC-CRT-1 Governor Droop Setting Criterion and retire PRC-002-WECC-CRT-0 Section 1.C.2, previously known as MORC (approved by BOD on December 1-2) • Voting results: • TPs: Yes – 24, No – 1, Abstentions – 0 • TCs: Yes – 19, No – 0, Abstentions – 1 • State & Provincial: Yes – 1, No – 0, Abstentions – 0

  6. UFLS Load Shedding Criterion • California entities voiced concern that the requirements are applicable to BAs and TOPs instead of TOs and DPs • DPs voiced concern that the criterion allows for a TOP to shed load on the transmission side if the TOPs and DPs cannot get an agreement in place • OC Steering Committee agreed not to seek approval of PRC-006-WECC-CRT-1 • Drafting Team to meet and address concerns

Unscheduled Flow Administrative Subcommittee (UFAS) • UFAS will evaluate the qualified status of Path 31 • Task Force presented proposal for curtailment order to be in order of transmission priority and for MW level relief instead of UFS step curtailment request • Goal was to seek approval of OC via email ballot by end of 2011 • Task Force presented two proposals for the dues methodology but were asked to provide additional information before support can be given

Joint Synchronized Information Subcommittee (JSIS) • Activities include: • Analysis of power system dynamics performance • Engineering applications • Wide-area awareness applications • Synchro-phasor technology • Develop hand-book for new utilities interested in Phasor Measurement Units (PMUs) installation

Operating Practices Subcommittee (OPS) • Motion passed to approve the extension of the Reliability-based Control Field Trial until February 28, 2013 • Status of the Operating Issues Work Group (OIWG) on the WECC Event Reporting Procedure • Since the NERC EA Field Trial in October 2010, WECC has had ~80 reportable events of which ~50 were Category 1 • Several changes have been made to NERC EA process as a result of information collected during Field Trial • Eliminated 24-hour reporting requirement • Events that fall under Category 3 or higher require an event analysis • Event analysis for Categories 1 and 2 will be on case-by-case basis • OIWG will continue to work on revising the WECC Event Reporting Procedure

Remedial Action Scheme Reliability Subcommittee (RASRS) • WECC Remedial Action Scheme (RAS) Criterion went into effect on October 1, 2011 • New NERC glossary definition by June 2012 for Special Protection System / RAS to reduce confusion • NERC plans to modify RAS standards PRC-012 to PRC-016 • Requirements applicable to RAS owners not the Regional Reliability Organiztion
