VI and HHIP Extended Schedule • The Florida Department of Education has approved • an expanded testing window as noted below: • Spring 2010 FCAT Reading, Mathematics, and Science extended testing window only for Visually Impaired (VI)and Hospital/Homebound Program (HHIP) students is March 2-19, 2010.

What’s New for the 2010 FCAT • Session 4 of Grades 3 and 4 Mathematics contains items that require a ruler. • Rulers should not be distributed for Session 3. • Rulers will be provided on perforated sheets with other test materials. • Grades 3 and 4 Calibration schools will not receive rulers as they are not required for their version of the test. Do not cut the edges of the ruler! TAM 6

What’s New for the 2010 FCAT(continued) • Grade 4 Mathematics tests now contain gridded-response items. • Time allotted has changed from 60 minutes to 70 minutes per session. • Grade 5 Mathematics tests now include a Grade 5 Mathematics Reference Sheet as a perforated page inside the test and answer book. • Performance task items have been removed from all FCAT Science tests. Students to be Tested (continued) • All Exceptional Student Education (ESE) students in the tested grade levels should participate in FCAT unless their IEP indicates an alternate assessment. • All English Language Learners (ELLs) students in the tested grade levels should participate in FCAT. • Note: Displaced students from Haiti enrolled at schools AFTER January 12, 2010 may be exempted from participation in FCAT. Please refer to Weekly Briefing #7406 and the Technical Assistance Paper provided to principals on February 12. TAM 4-5

Test Accommodations Field in ISIS • Verify that all students requiring special format test materials have the proper test accommodation documented in the District’s Integrated Student Information System (ISIS). • Test Accommodations field on the Additional ESE Information screen in ISIS. • Please refer to Weekly Briefing #6318. • Note: Verify receipt of the Large Print (LP), Braille (BR) and One Item-Per-Page (OIPP) materials for all students who require them as soon as materials are delivered.

  13. Accommodation Highlights • Work with ESE and ESOL teachers to determine appropriate accommodations for each student. • IF included in the IEP, 504 Plan, or LEP Plan– extended time must be allowed. • A student with the accommodation of extra time must complete one session before continuing to the next session. • Accommodations may not alter what is being tested. • For example, reading passages may NEVER be read to students taking the Reading test. Prohibited Activities: Florida Statute and State Board Education Rule • Reading the passages, test items, or performance tasks. • Revealing the passages, test items, or performance tasks. • Copying the passages, test items, or performance tasks. • Explaining or reading test items or passages for students. • Changing or otherwise interfering with student responses to test items. • Causing achievement of schools to be inaccurately measured or reported. • Copying or reading student responses. Prohibited Activities (continued) • Allowing students to handle secure materials before or after test administration. • Leaving secure materials unattended. • Leaving secure materials in classrooms or taking them out of the building overnight. • Administering the FCAT to family members. Prohibited Activities: Electronic Devices • Possession of any electronic device that reproduces, transmits, calculates, or records IS cause for invalidation. • “Possession” is defined as “within arm’s reach,” even if the electronic device is not visible. • Students should not have cell phones in their pockets, clipped to their belts, at their desks, or anywhere they can be easily accessed during testing. • Test administrators and proctors should also turn-off their electronic devices during testing. Planning for the Test Administration • Identify a secure locked room to store test materials. • Verify counts of shrink-wrap packets against packing slip. • Report missing materials immediately. • Request additional test materials, if necessary. • You may open shrink-wrapped packets of secure test materials 5 daysbefore the first day of testing. • Maintain a record of security numbers of secure test materials. • Administration Record/Security Checklist • Verify student information on the PreID Roster. • Create student lists • Check attendance daily (new entries and withdrawals) • Train test administrators and proctors. • Assign a four-digit “Test Group Code” to each testing session. • Review Test Invalidation Policies and Procedures. Administration Record/Security Checklist(continued) • Security numbers are nine-digit numbers followed by a check digit. • Written documentation of the number ranges must be maintained at all times during distribution and return of materials. • Pre-populated Administration Record/Security checklist in Excel format is provided with a list of security numbers for all secure documents assigned to each school. (It will be sent via email.) • Either the pre-populated checklist, a blank paper copy of the checklist, or a school-developed comprehensive list of security numbers may be used. • Security number(s) of the document(s) assigned to and returned by each student should be recorded and verified at the completion of each day of testing. • Security numbers of secure materials not already listed MUST be added to the record with the names of the students to whom the test materials are assigned.   26. Preidentified Student Labels • The student information generated by the vendor is based on students enrolled at your school as of January 15, 2010. • Verify the information on the PreID Roster against the school’s student information database. • Verify that students are still enrolled and will be tested. • The PreID Roster includes the complete Social Security Number (SSN) or Florida Student Number for each preidentified student. • Only the last four digits of the SSN preceded by five Xs and followed by one X (XXXXX7884X) are printed on the PreID labels. • You are NOT required to grid the missing numbers of a SSN. • Always use the Florida ID number, not the District’s student ID number when verifying student’s information or when hand-gridding an answer document. Large Print (LP), Braille (BR) andOne-Item-Per-Page (OIPP)Instructions for Completing Student Grid Sheets IMPORTANT DISTINCTION: • For LP users, the student grid sheet on the front cover of the large print answer document must be completed. • For BR and OIPP users, the student grid sheet of the regular print answer document must be completed and included in a separate return envelope for each student. Complete each student’s grid sheet in one of the following ways: • Affix the student’s verified PreID label in the lower left corner of the grid sheet in the box that reads Place STUDENT LABEL here. • If the student does not have a label, grid the student information with a No. 2 pencil. For information about gridding non-preidentified documents, refer to the Script for Gridding a Non-Preidentified Student Grid Sheet on pages 224-225 of the manual. TAM 276-277

LP, BR, and OIPPRecord Student Responses • Students using large print materials will record their responses directly in the large print answer book or large print test and answer book. • If a student provides verbal or signed responses, the test administrator MUST record the student’s responses directly in the large print book. • Do not use a regular print answer document. • Students who use Braille materials will record their responses on Braille paper. • Contractor will transcribe the student’s responses from the Braille paper into the regular print answer book or test and answer book. • If a student provides verbal or signed responses, the test administrator MUST record the student’s responses in the regular print document. • Students who use OIPP materials will record their responses in the OIPP test and answer book. • School/district staff MUST transcribe the student’s responses from the OIPP book into the regular print answer book or test and answer book. If a student is using multiple learning media (e.g., a student uses Braille materials and records his or her responses in a large print answer document), make sure that ALL of the student’s responses are in ONE answer document type.   37. Testing Location Considerations • Use classrooms whenever possible. • Make sure that each room is free of distractions and has • Comfortable seating • Good lighting • Sufficient workspace • Adequate ventilation and free of distractions • Avoid testing in a cafeteria, gymnasium, auditorium, or library whenever possible. • Make sure that: • students are not facing each other when seated at tables. • students are not in seating (stadium or staggered) that allows them to easily view other students’ answers. • there is at least three feet between students. • Remove or cover all visual aids on student desks or displayed in the room, such as posters showing mathematical and scientific concepts.   38. Training Test Administrators and Proctors • ALL personnel involved in the FCAT administration must receive training prior to the FCAT administration and sign a FCAT Administration and Security Agreement Form. • All signed forms must be retained at the school site for 1 year following the release of results. • Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification. • Please carefully read the Test Security Policies and Procedures to ensure that you are following the correct procedures. • Only instructional certified personnel may serve as test administrators. • Instructional certified personnel AND support staff may serve as proctors. • Test administrators must become familiar with the script before the first day of testing. • Test script must be read verbatim. Proctor Duties and Responsibilities • School Personnel may • Prepare, distribute, and collect materials under direct supervision of the test administrator • Complete student grid sheets • Non-school Personnel may • Assist in monitoring test administration only • Only be used as an “extra” pair of eyes • MDCPS students may NOT serve as proctors. *It is recommended that a proctor be assigned to rooms with 30 or fewer students whenever possible. Supervise Test Administration • During testing, ensure that students: • clear their desks of all materials except the appropriate test materials. • use only No. 2 pencils (mechanical pencils, ink pens, highlighters, crayons, colored pencils, markers, correction fluid, etc., are NOT permitted). • do not have books, notes, scratch paper, or electronic devices of any kind even if they do not use them. • do not talk or make any disturbance. • work independently. • work in the correct session and record their answers in the appropriate area. • Do NOT: • talk with students about test items. • help students with their answers. • check through books. • return books to students after they have been collected. • discuss test items or answers with students even after all test materials have been returned and testing has been completed. Required Administration Information • Schools must maintain the following information for each testing room: • Students assigned to the room – Student Name and Florida ID Number • Attendance Information – Present, Present but Invalidated, Absent, Withdrawn • Unique Security Number (9-digit number) of the Secure Document Assigned to Each Student • Test Group Code (4-digit number) TAM 24

Test Group Code • A test group code is a security measure to identify groups of students tested together.  • Generate a four-digit numeric code to assign to each testing room. • Record the test group code in the Administration Record/Security Checklist. • The scripts for administering the tests include instructions to be read to the students to write the test group codes onto the back of the answer documents. • Groups with different test group codes may NOT be merged.   TAM 24; 249; Training Packet 24

  46. Clarification for Score Reporting • Students must take both sessions (session 1 and 2) in order to receive a score. • If a student is absent and unable to make-up one of the two sessions, then you will need to invalidate the answer document. • Only one answer document per student for each subject-area test may be submitted for scoring. • If a student has to make-up a session, all responses from both sessions must be in the same answer document. • If a student is using multiple learning media (e.g., a student uses Braille materials and records his or her response in a large print document), make sure that the student’s complete response is in ONE answer document type.

  47. Test Invalidation Policies and Procedures • Purpose of test invalidation is to identify when the validity of test results has been compromised. Schools may either: • Invalidate only after discussion between the school assessment coordinator and the test administrator. • You may contact the district coordinator for guidance. • A test MUST be invalidated if any of the following circumstances occur: • A student has an electronic device during testing. • A student is cheating during testing. • A student is disruptive during testing. Situations involving possession of electronic devices, possible cheating, or disruptive behavior should be investigated and discussed with the school assessment coordinator and site administrator before a final invalidation decision is made. Test Invalidation Policies and Procedures (continued) A test MAY be invalidated if any of the following circumstances occur: • A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time. • A student was given an accommodation not allowed on the FCAT. • A student was given an accommodation not on the student’s IEP, Section 504 plan, or LEP plan. • A student was not given an allowable accommodation listed on the student’s IEP, Section 504 plan, or LEP plan. • An error occurs in test administration or procedures that could compromise the validity of the test results (e.g., students had access to an unauthorized visual aid that gave an unfair advantage). Defective Test Books • If a defective test book is identified before testing, give the student a replacement test book. • Return defective books with the NOT TO BE SCORED materials • If a student discovers he/she has a defective test book during testing, give the student a replacement test book with the same form code. • If the same form code book is not available, give the student a book with any form code, and bubble the replacement form code on the student grid sheet.   50. Defective Answer Documents(Answer Folder, Answer Book, or Test and Answer Book) The DNS bubble MUST be gridded if any of the following circumstances occur: • The document is defective and USED. • A student name, student Florida ID number, district number, school number, OR grade level (except for Retake documents) is INCORRECT on a label affixed to a USED document. • A student label has been placed over another student label on a USED document. If any of the above issues happen during testing, give the student a replacement document. When the student completes the session, he/she must, under the supervision of the test administrator, transfer the exact responses from the defective document to the replacement. TAM 22-23
