Rules In Final Stages Of Rule- Making Process • ETOPS • Signed by Secretary of Transportation (OST) now at Office of Management and Budget (OMB) should be published in approximately 75 days • CFR 14 Part 60 Simulation • Final rule should be published soon • Cabin Surveillance and Crew Monitoring • Incorporating comments. Final rule is going through internal FAA coordination

Rules In Final Stages Of Rule- Making Process (Cont.) • Flight Recorder Improvements • New Aircraft Recording Parameters (Digital Data) • Aircraft Engines Standards for Engine Life-Limited Parts: • The proposed rule would harmonize 14 CFR part 33 requirements with EASA and JAA requirements • Implementation of Improved Area Navigation (RNAV) Technology • Foundation rule for performance based navigation

Rules In Final Stages Of Rule- Making Process (Cont.) • National Air Tour Safety Standards • Airplane Performance and Handling Qualities in Icing Conditions • This rule was developed through the Flight Test Harmonization Working Group with FAA and JAA representation. It was harmonized with the JAA NPA 25B,E,F-332/EASA NPA 16/2004. Due to comments, some changes have been made to the proposed rules

  6. Development of NPRM or Issued NPRM Stage of Rule Making Process • Revision of Certain Airmen Medical Certification Procedures and Standards and Aviation Medical Examiner Designee Privileges • Mitsubishi MU-2 Special Operating, Training and Experience Requirements

Development of NPRM or Issued NPRM Stage of Rule Making Process • Part 25 Activation of Ice Protection • Proposed rule would require a means to ensure timely activation of the ice protection system in icing conditions. It would require activation of the ice protection system based one of the following: • A primary ice detection system • An advisory ice detection system and visual cues; or • Environmental conditions -- visible moisture and a temperature conducive to airframe ice accretion

Development of NPRM or Issued NPRM Stage of Rule Making Process • Transport Airplane Fuel Tank Flammability Reduction • It would required manufacturers and operators of transport category airplanes to take steps to reduce the chances of a catastrophic fuel tank explosion. It sets limits on the acceptable flammability exposure in tanks most prone to explosion or requires the installation of an ignition mitigation means in affected tanks. • Landing Performance Requirement For Turbojet Aircraft • Proposed as Policy Change and OpSpec now rule-making project will ask for industry input for NPRM • Similar requirements to JAR OPS

Development of NPRM or Issued NPRM Stage of Rule Making Process • 14 CFR 135 (Small Air Carriers) • Major rewrite to bring up to date • Airship rules • Increase of payload limits under 135 for cargo operations • Incorporation of some 14 CFR 125 operations • ADSB • Regulations for implementation and use • The agency is also looking at the possibility of rulemaking that would mandate the avionics necessary for implementing ADS-B across the national airspace system

  11. Supplemental Notice of Proposed Rulemaking Stage • FAA-Approved Child Restraint Systems Brought on Aircraft • Allow passengers or aircraft operators to furnish and use more types of Child Restraint Systems those FAA approved under the aviation standards of Technical Standard Order C-100b

Supplemental Notice of Proposed Rulemaking Stage • Revisions to Digital Flight Data Recorder Regulations for B-737 Airplanes and for Part 125 Operations • The FAA is revising a previous proposal to increase the number of digital flight data recorder (DFDR) parameters required for all Boeing 737 series airplanes. Based on safety recommendations from the National Transportation Safety Board (NTSB) • The SNPRM was published for comment on Sept 5, 2006. The comment period ends on Dec. 4, 2006.
