TELEBALT main goal • Promote Information Society Technologies (IST) Programme to Estonia, Latvia and Lithuania by implementing fast dissemination and awareness actions targeted on Baltic countries, as European Union (EU) newly associated states, and introduce new methods of team work (teleworking, virtual collaborative teams, etc.) in order to prepare new educational, research, telemedicine and business projects

TELEBALT objectives Promote IST Programme and FP6 to the three Baltic countries Encourage preparation and submission of new project proposals to FP6 with active participation of the Baltic countries Introduce new methods of team work in the Baltic countries. Select and adapt for that the EU developed telematics tools to the Baltic countries, with special attention paid to IST products Develop a system of Information Demonstration Centres (IDCs) in the Baltic countries. Organize TELEBALT kick-off planning meeting and major project conference in Vilnius, Lithuania, 2 workshops in Riga, Latvia, and outlook demonstration workshop in Tallinn, Estonia, for more than 700 participants in total Provide face-to-face and distant training measures promoting IST Programme and FP6 to the Baltic countries

Enlarging the European Union Any European State, which respects the principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law, may apply to become a member of the Union. Treaty on European Union (article 49) The European Union has been enlarging ever since it was created at the beginning of the 1950s. Since then the Union has growth from the initial six members to the current 15 through a series of enlargements. In the beginning of the 21st century the process of enlargement is considered to be the main goal and a historic task for the Union so that the integration of the continent could be continued further by peaceful means, extending a zone of stability and prosperity. So the process of integration and adoption of new members is still continuing. The success of the EU and the values it is based on attracts other new countries to become a member of the Union.

  29. Lecture 3. Fifth and Sixth Framework Programmes The Fifth Framework Programme (FP5) constitutes the priorities for the European Union's research, technological development and demonstration (RTD) activities for the period 1998-2002. These priorities have been chosen on the basis of a number of common criteria reflecting the major concerns of the quality of life for European citizens and increasing industrial competitiveness. The FP5 is aimed to help solve problems and to respond to the major socio-economic challenges facing Europe. By focusing on a limited number of research areas combining technological, industrial, economic, social and cultural aspects the FP5 maximizes its impact. This program provides a coherent and truly European framework for supporting research and technological development as part of Community research policy and constitutes a four-year strategic plan for the period 1999-2002. During this period, it will stimulate transnational collaboration in research, particularly between industry and universities, and the establishment of networks of excellence. A budget of 13 700 million euro has been agreed for European Community FP5. Combined with 1 260 million euro for Euratom FP5 the budget for 1999-2002 Framework Program is 14960 million euro.

TELEBALT workshop “Information Technologies, Tourism and Social Integration”Riga, Latvia, 4-5 April 2002 • 150 Participants • 50 Speakers from EU and New Accession States • Leading speakers from Latvia authorities (Minister of Environment, counsellor of the Prime Minister) • High level speakers from European Commission (Deputy general Director of EC, Ambassador of EU, Head of Departments of EC) Results • 10 IST projects were presented: E3Work, EASYCRAFT, EMERGENCE, FlexWork, ONTOUR, PALIO, SmartUp, TEAMwork, THINK, WISTCIS • Discussions on opportunities of future co-operation between EU and Baltic organisations (And even between Baltic’s one!) • Partners finding, building of new consortia for future projects in the context of the new IST programme (6 Frame Work programme) • More than 30 agreements to co-operate have been signed between EU and Baltic States organisations

INFOBALT 2002 forum was held at the same time with: • the 4th Information Society Conference “Develop an Innovative Trade and Work Area for Information Society” • League of Investors • the Baltic Sea and CEEC Data Protection and Information Security Workshop • the 9th International Exhibition INFOBALT of Information Society Technologies 8 agreements to co-operate have been signed between EU and Baltic States organisations
