  2. Purpose Define a set of metrics that are tracked at the project level and rolled-up across projects and years to provide decision-makers with meaningful measures of accomplishments for the Fish and Wildlife Program. Specifications: • Same as, or at least consistent with PCSRF Phase 1 reporting metrics. • Implementable in all FY05 contracts. 2

  3. Our Approach • Needs-based • Inclusive, collaborative • BPA specialty teams • Conservative • On-going 3

  4. Metrics Defined • Measures (quantities) of technical accomplishment. • Supporting info: classifications, locations, target species. NOT • General project-level information • Financial of contract management data • Raw or summarized monitoring data • Biological effectiveness 4

  5. Each Work Element is a hub Project Each project has several Work Elements that collectively describe the project’s work. Contract Work Element Budget Schedule Locations Target Species Metrics Implementation Strategies Details are kept by Work Element, rather than by project 5

  6. Metrics Ideas • 41 Metrics Ideas were submitted/collected • Classifications: • 18 (44%) monitoring data/results (Ex: SARs) • 12 (29%) project administration (Ex: % complete) • 7 (17%) financial (Ex: project costs by state) • 2 (5%) metrics (Ex: # predators removed) • 2 (5%) locations (Ex: 4th level HUC) • Ratings: Utility and Ease of Implementation 6

  7. Summary Stats • Presently 92 metrics for 42 of 133 Work Elements Relative to PCSRF (Phase 1) • PCSRF: 35 Habitat Protection/Restoration metrics • 20 (57%) will be the same in Pisces FY05 • 10 (29%) related to habitat types will be in Pisces Location component (riparian, wetland, upland, estuary) • 3 (9%) related to plans/assessments and limiting factors are not proposed for FY05 • 1 (3%) is combined with similar instream actions • 1 (3%) is type of monitoring, may be under RM&E for FY06 • Higher resolution: work site vs. project 7

  8. FY05 Metrics are Lacking • RM&E • Dedicated Databases • Wildlife Habitat Unit Crediting • Planning & Coordination • Reports 8

  9. Next Steps • Comments by 10/22, final FY05 metrics by 11/1 • Specify FY05 metrics in all contracts during conversions beginning 11/1 • Develop user interfaces and QA/QC • During FY05, develop metrics for FY06: • RM&E via PNAMP collaboration • Wildlife Habitat Unit crediting • PCSRF Phase 2, Pisces FY06 • FY05 metrics will be due 12/31/05 Thanks: Sharon Grant 9
