NOAA Information Technology Review Board EXAMPLE – IT BUDGET INITIATIVE Quad Chart BY 2013 BUDGET INITIATIVE FUNDING • NOAA Line/Staff Office: NOAA, Office of the Chief Information Officer • NOAA GOAL/Enterprise Objective: Organization & Administration Enterprise • EXHIBIT 300: NOAA/OCIO/ NOAA Unified Communications • PROJECT MANAGER: Jim Dailey • REQUIREMENT: • Enterprise Messaging: • Email is a mission critical application • NOAA lacks a centrally-managed, highly-reliable, 21st century enterprise messaging system • Current email system is 5 years beyond end-of-life • 1990’s technology (Sun One / Mozilla / Oracle Calendar) • Unreliable; not supported by vendors • Difficult to find trained contract personnel • Lacks integration with key collaboration tools (e.g., Calendar, Blackberries) • Does not facilitate electronic records management and eDiscovery • Web Collaboration: • NOAA lacks a standardized web collaboration strategy and solution • Success of NOAA’s mission requires ability to actively communicate and collaborate with internal and external stakeholders • NOAA programs have a need and desire to collaborate effectively • DESCRIPTION OF IT ADJUSTMENT: NOAA/OCIO requests an increase of $6,300,000 and 1 FTE for a total of $6,300,000 and 1 FTE to: • Acquire, install, operate, and maintain the enterprise messaging system for NOAA, serving more than 19,500 employees; and • Acquire, implement, operate, and maintain an enterprise-wide web collaboration strategy and solution. BENEFITS & RISKS ACTIVITIES, SCHEDULE & MILESTONES • Benefits: • Enterprise Messaging • Achieve a centrally-managed, virtually-serviced system with high reliability, geographic diversity, and near real-time fail-over • Provide full continuity of operations (COOP) failover capability for all user email and calendaring throughout NOAA • Web Collaboration • Provide ubiquitous enterprise-wide, web-based collaboration tools for NOAA • Empower NOAA employees to work more effectively with their internal and external stakeholders using state-of-the-art collaboration technologies • Risks: • Inability to perform NOAA’s mission without reliable email and telephone systems, and robust collaboration tools • Inability to communicate efficiently and securely through a modernized infrastructure • Inability to fully leverage IT cost avoidance strategies • Milestones: • Enterprise Messaging • Build out additional 2 sites to provide full continuity of operations • (COOP) failover capability 09/2012 • Operation and Maintenance FY12-16 • Web Collaboration • Design strategy 03/2012 • Implement strategy 06/2012 • Implement solution 09/2012 • Operation and Maintenance FY13-16 • It Security Activities: • C&A ID Number and Date Completed (MM/YY): NOAA0300, 07/2009 • NIST FIPS 199 Risk Impact Level (High/Moderate/Low): Moderate • IT Security Spending % of BY Total: 10%
