What is Foundation Learning? • Foundation Learning (FL) is provision for 14 to 19 year old learners working predominantly at entry level or level 1 • Learners follow personalised programmes with qualifications drawn mostly off the Qualifications and Credit Framework (QCF) and Functional Skills • Learning programmes will include components of vocational/subject learning; Personal and Social Development and Functional Skills • There is a strong focus on supporting the learner to progress and reach their full learning potential • FL will be crucial in supporting the overall aims of increasing participation, attainment and progression for all young people

Benefits of Foundation Learning • Learners follow a Personalised Learning Programme Focused on Progression • Learning is as far as possible accredited • Benefits of the QCF (Bite size, progression etc) • Improved motivation and Success Rates • Funding is flexible and individual to the learner • Providers have a formal structure to work to which generates progression opportunities • A coordinated programme through the 14-19 phase

  7. National Funding Rate • National rate per Standard Learner Number for 2009/10 and 2010/11 • 16-18 • Schools £3,007 • 16-18 learner responsive £2,920 • Apprenticeships £2,920 • Learners age 19-24 £2,732

  8. Standard Learner Numbers • Measures the size of a learner’s qualifications, based on glh • May be LISTED or UNLISTED. • 1 SLN = 450 glh • Must be a start to quality for SLNs • Maximum of 1.75 SLN/ Learner/ year (787 glh)

  9. Provider Factor Provider Factor = x Area Cost x Programme weighting x Disadvantage x Long term residential/Care Standards x Success factor x Short programme modifier

  10. Additional Learning Support • 16-18 • Lower level claims • Partly based on formula • using prior attainment • Partly based on negotiation • Higher level claims • Over £5,500

  11. Entitlement • All full time 16-18 year olds • That is 336 PLANNED Glh in 12 mths • Within the cap of 1.75 SLN • Includes tutorial and enrichment • Must also register on ILR (L28) • Not for adults 19-24 even if they have an Learning Difficulty Assessment (LDA)

Allocations • Set and capped for 2010/11 by LSC/YPLA • Includes Learner Number, Cash, SLN and ALS • Adjusted in year for non-grant funded providers • These adjustments are on LEARNER NUMBERS not SLN • Learner numbers and SLNs delivered in year inform future allocations • Increases in SLNs NOT GUARANTEED

Principles • YPLA Demand-led Funding methodology • Funding is individual based on the learning programme (SLN + Entitlement + ALS) • Adult rates apply to those age 19-24 with an LDA • Majority of SLNs to be QCF Qualifications, or other qualifications + entitlement • 10% Available as weekly funded • Entry level 1 (Personal Progress only) are unlisted • Provision that can not be qualification based can be funded as “non-externally accredited” • Learners in ISPs Matrix funded

Three Groups of Learners • Qualification Funded • QCF Qualifications and Functional Skills • Other qualifications • Non-externally accredited provision • E2E Carry over (From 2009/10 only) • Weekly funded as now • Until they complete or 31st July 2011 • Weekly funded FL • Up to 10% of SLNs for new starts • Calculated as at midnight Monday • Providers can extend 10% with LA support

Funding Qualifications • Listed Rates • Stated in SLN Guided Learning Hours (glh) • On Learning Aims Database (LAD) • SLN (SLNglh/450) Drives funding • Unlisted Qualifications • Provider determines PLANNED glh • What is planned to deliver for each learner (as is delivered) • Recorded in field A32 • Planned glh drives funding

Weekly Funding • Majority of learners will follow Qualifications but where the Learner • Needs a period of stabilisation, orientation or preparation or • LAs should consider Supporting Cases for Extension (of the 10%) considering following risks • Progress against all learners having the opportunity to gain QCF qualifications and achievement of progressions might stall • Risk that providers are artificially extending the length of stay • Risk that providers may turn learners away or cherry pick • Risk of double funding enrichment/entitlement activities

  18. Non-externally accredited provision • Used only where some of a learners programme can not be externally accredited eg • Job Coaching • For learners with LDD - maintenance of skills • Specific Job Skills • Recorded as • A Z90P Code on the ILR • Planned Hours (ILR Field A32) to drive the funding • LA Support required • This may not continue after 2010/11
