  3. Vice President Andrew Johnson became the new President. • Johnson’s first plans are to continue Lincoln’s plans to rebuild the south and heal the country- RECONSTRUCTION

  4. Pres. Johnson’s reconstruction plan • The first step was to end slavery with the 13th Amendment • Readmit the Confederate states into the Union

  5. Pres. Johnson’s plan still allowed Southern states to pass black codes, which kept life for African Americans much the same as it was before . • Johnson’s plan was too easy on the South so Congress developed a new plan.

  6. Congress plans Reconstruction • Must give African American men the right to vote. • Establish the Freedman’s Bureau to help former slaves. • The Freedman’s Bureau built hospitals and schools for blacks in the South, hired black and white teachers for African American schools.

  7. Southern feelings: • Angered at Northerners moving to the South for business – called them carpetbaggers • Called Southerners who supported Reconstruction scalawags

  8. Southerners resented paying taxes to rebuild the South and establish free education. Many could not pay the taxes and rebuild their own farms and businesses. • Many Southerners objected to new rights gained by African American’s. • A small group of whites formed the Klu Klux Klan (KKK) to restore white power over African Americans. They burned African American schools and homes and attacked blacks for trying to vote

  9. Reconstruction Amendments • 14th Amendment gave African Americans citizenship and that all citizens deserved equal protection • 15th Amendment gave all male citizens the right to vote

  10. President Johnson opposed many of the reconstruction plans and tried to block them. • Congress tried to impeach (remove from office) Johnson. He avoided being removed from office, but had weakened his abilities as a leader.

  11. Reconstruction Successes/Failures • Established a public school system (success) • Expanded many industries (success) • New voting laws tried to restrict blacks from voting (failure)

  12. Jim Crow Laws were passed that enforced segregation (the separation of blacks and whites) These laws said that blacks could not sit with whites , could not eat in certain restaurants, or attend certain theaters, schools, or parks. (failure)

  13. Many African Americans had to return to the plantations where they had worked as slaves as they could not find jobs. (failure) • Many became sharecroppers and rented their farm land. However, the rent was so high that they had very little left over to live on after paying rent.
