WIT Change Order 24 Re: INT-011-WECC-RBP-2 • BP specifies e-Tag requirements for ten-minute recallable reserve transactions. • e-Tag type set to “RECALLABLE” • Energy product type set to “C-RE” • Reserve obligation multiplier set to 100% • Reserve Responsible Entity set to sink BA or LSE • Sink BA or LSE activates reserves by downward market level energy profile adjustment (start time less than ten minutes past; zero ramp duration) • Source and sink BAs must approve market level energy profile adjustments

WIT Change Order 24 Re: INT-011-WECC-RBP-2 • ESWG provided a requirements document specifying Interchange Authority functionality. • Special “RECALLABLE” e-Tag processing requirements • Allow Source BA to submit downward market level energy profile adjustments. • Default unspecified ramp durations to zero minutes for market level energy profile adjustments. • Require only Source and Sink BA approval.

WIT Checkout Process Re: INT-021-WECC-RBP-1.3 • Requires adjacent BAs to checkout net scheduled (NSI) and net actual (NAI) interchange. • Checkout process timeframes • Pre-schedule day in accordance with WECC pre-schedule calendar (NSI only) • Next hour of current day (NSI only) • Current hour upon change (NSI only) • Prior hour of current day (NSI and NAI) • Past day (NSI and NAI)

WIT Checkout ProcessRe: INT-021-WECC-RBP-1.3 • Suggested changes to reduce labor • Automate the prior hour/past day NSI checkout if there are no schedule changes since the current hour/next hour/pre-schedule day checkout. Currently, separate prior hour/past day and current hour/next hour/pre-schedule day checkboxes must be checked. • Automate the prior hour/past day NAI checkout if adjacent BAs upload matching NAI values. Currently, each BA can check the checkboxes even if they upload different NAI values. • Do the proposed changes meet WECC audit requirements?

  7. e-Tag IssuesRe: INT-014-WECC-RBP-1 • Reserve Responsible Entity (RRE) designation • All e-Tags that source and sink within the Western Interconnection must specify an RRE for the scheduled energy. • e-Tag Agents must provide a dropdown list of valid RRE selections that include source and sink BA along with GPEs or LSEs that are Reserve Sharing Group members. • ESWG needs to update the list of GPEs for certain joint-owned generation resources.
