These sustainable goals are to be met by 2030. The SDG goals are a set of plans of action for the well-being and prosperity of people and our planet. Over the course of fifteen years, the strategic SDG action plans the SDGs endeavor to stimulate global action on critical issues that concern humanity and Earth.

SDGCC Integrated Planning & Implementation: Moving Towards Sustainable Future The UN General Assembly and its 193 participating countries adopted a global development vision in 2015 that aims to transform the world with its 17 SDGs (Sustainable Development Goals) and 169 targets. These sustainable goals are to be met by 2030. The SDG goals are a set of plans of action for the well-being and prosperity of people and our planet. Over the course of fifteen years, the SDGs endeavor to stimulate global action on critical issues that concern humanity and Earth. Let us take a close look at sustainable development goals, what SDGCC is, and how India is taking forward the commitment to meeting these goals by 2030. India’s Journey Towards Achieving SDGs At the UN Summit in September 2015, India committed to these SDGs, and SDGs came into force officially in India on 1st January 2016. The Indian government has been striving to mainstream the SDGs in its work right from early 2016. ● The National Institution for Transforming India (NITI Aayog) is the central entity that coordinates SDGs' efforts with states and ministers, which indicates a "whole of government" approach. ● NITI Aayog has prepared a 15-year vision document that contains: ○ Short-term action plan of 3 years. ○ Medium-term perspective plan of 7 years. ○ Long-term goals of 15 years.

  2. NITI Aayog has also developed an OOMF (Output Outcome Monitoring Framework) to monitor efforts' output. The MoSPI (Ministry of Statistics and Programming Implementation) has prepared the NIF (National Indication Factor), which has 306 indicators. NITI Aayog, based on 100 high priority indicators, has prepared an SDG India Index. ● ● What is SDGCC? SDGCC stands for Sustainable Development Goals Coordination Center, which is a think tank and capacity building center. SDGCC structure comprises a 5-point construct for sustainable and integrated functioning. 1. Capacity building and awareness generation. 2. SDG Decentralization 3. Integrated Planning and Implementation 4. Monitoring and Evaluation 5. Resource Mobilization. SDGCC’s primary goal is to work as a facilitator and integrator for all stakeholders. It is a knowledge cum resource center and a monitoring post for state governments. ● SDGCC has adopted the whole of government as well as the whole of society approach to meet 2030 SDG goals. ● They work toward providing solutions for integrated planning and development for all the departments of the state. ● SDGCC is also responsible for localizing the SDG goals at panchayat and district levels. ● They create innovative partnerships with civil societies, private sectors, and academia to build capacity and awareness of different stakeholders like media, government officials, youth, etc. Integrated Planning & Implementation for Punjab SDGCC responsibility is to support every department of Punjab state in developing its 4SAPs(4-year strategic plan.) The 4 SAPs will be successful if research and detailed study are performed to address specific bottlenecks, gaps, and challenges unique to the situation. ● SDGCC helps each department to take a fresh look at its priorities and strives to adopt the best world-class services in order to achieve the state's commitment to fulfilling SDG 2030 agenda. ● With a detailed department plan, the different departments would be able to reflect on the synergies that are needed between departments and also look into integrated strategies for achieving the goals. ● Based on the vision document, the SDGCC has prioritized preparing a strategic SDG action plan for the Punjab state. ● The strategy document includes strategies, short and long-term goals, and an implementation plan on how the states could bring more synergic action across their

  3. departments. The plan aims at avoiding overlapping or duplicative efforts, accountability, and efficient allocation of financial resources for achieving the goals. The strategy document consists of chapters on each SDG goal-wise, current status, mission and vision, implementation plans, innovations, way forward, road map, and challenges involved in achieving SDG goals. Each of the SDG working groups received a workbook template. Six working group conclaves were conducted. SDG wise Policy and Governance & Technology Intervention reports were finalized. ● ● ● ● SDGCC Punjab Best Practices SDGCC Punjab is compiling all the best practices and innovative techniques utilized by the state, which is contributing to achieving SDG goals and human development. ● The document comprises technologies, programs, and digital solutions used by the public sector in the districts and departments. ● The first phase of documentation of best practices takes up documenting best practices of the Department of Social sector (Women and Child development, health), environmental sector (technological innovations done), and education sector. ● The main focus is to capture the public sector initiatives because the private sector has sponsored events and various platforms to disseminate and showcase, which is not present in the public sector. ● By documenting the best and innovative practices of a district or department, the state will showcase this to other districts and departments to replicate or scale up in all districts. ● Deputy commissioners and administrative secretaries of all departments are requested to send a brief on the innovative practices undertaken by their department or district. ● A review of a total of 38 documents was done through which selected best and innovative practices were chosen to be documented. Key Achievements by SDGCC Punjab Some of the key achievements of various departments are listed below: ● Social Security and Women & Child Development ○ Dry ration being distributed every 15 days. ○ Kitchen gardens were introduced, which influenced the dietary habits of women. ● Health and Family Welfare ○ Screening and treatment of Hepatitis C patients are free of cost. The treatment is provided at the doorstep and has shown a cure rate of around 93%. ○ After screening 1.7 lakh people, 87,000 were found to have Hepatitis C. Out of which 71,000 patients completed the treatment successfully. ○ CCP (Care Companion Program) was launched to engage family members with training on basic medical skills. The training achieved a total of 130

  4. master trainers, 1,346 family health educators, and more than 2 lakh caregivers were trained. Department of Education ○ Launch of "Padho Punjab Padhao Punjab," which improved the quality of primary education. ○ Punjab baseline subject-wise was 48% which improved to 88% post-test. ○ All government primary schools have reading cells. ● SDGCC - Catalyst of Change in Punjab SDGCCs are set up at state levels to implement SDG targets. SDGCC works together with UN agencies, government departments, academic institutions, technical agencies, and civil society organizations to accelerate the process of rolling out the SDG framework by state governments.
