  1. DELEGATED PURCHASING AUTHORITY…..what’s new…. What does the broadened scope of delegation mean to departments? How do departments request the new authority? When will all this happen?

Broadened scope of delegation • Notice to all PCO’s on 1/31/03 (see also MM 03-10) that effective 1/31/03, all leveraged procurement agreements (LPA’s) were included under the delegation program, i.e., CMAS, Master Agreements, Statewide Contracts, SPS’s and WSCA. • Use of these LPA’s may continue as departments have done in the past until new requirements are announced. • DGS/PD will advise all PCO’s/Dept’s by broadcast email when the new requirements will go into effect. • Expect new “Application for Delegated Purchasing Authority” to be available mid-July, 2003. • Expect new “Delegated Purchasing Authority Manual” to be available mid-July, 2003.

Broadened scope of delegation, cont’d • Once the broadcast announcement is made a “window” of 12 months will allow departments to apply for delegated purchasing authority to use the LPA’s. • Departments with existing competitive delegation (either goods or IT) will renew as previously • Departments without existing competitive delegation (either goods or IT) will apply during the 12-month window period. • All departments that wish to purchase must have a delegation at the end of the 12-month “window” period • All departments may have a goods and an information technology (IT) delegation

Broadened scope of delegation, cont’d. • Departments may apply for goods and/or IT delegated purchasing authority such as: • Competitive bids • Non-competitively bid contracts • CMAS contracting • Master Agreement contracting • Statewide Contracts • State Price Schedules • Western States Contracting Alliance

Broadened scope of delegation, cont’d. • Dollar level granted to departments requesting authority will be based on requirements such as: • Thoroughness of policies and procedures submitted for each type of purchasing authority requested; • Completeness of training plan as submitted; • Prior compliance or commitment to reporting requirements of the purchasing authority program • Generally, purchasing authority limits may be granted as follows: • Competitive bids – goods $25,000, IT $100,000 • Non-competitively bid contracts – goods and IT $25,000 • CMAS contracting – goods $100,000, IT $500,000 • Master Agreement contracting – As allowed by individual agreement • Statewide Contracts - Unlimited • State Price Schedules - $25,000 • Western States Contracting Alliance - Unlimited
