Support to M&E So Far • Support to TA M&E at NACC • Needs assessment for M&E done • National summit on M&E held in 2004 • M&E agenda at the core of national response, KNASP 2006-2010 • Key stakeholders sensitized on M&E • LQAS being piloted in Nyanza & Western • National M&E Framework developed and shared with key stakeholders. NB: Challenge: Establishment of an M&E System for program activity monitoring. • What need to be done?

  3. 1: Finalizing National HIV/AIDS M&E Framework • The M&E Framework has been revised, incorporating inputs from stakeholders. • Program monitoring tools / forms are being finalized. • Procedures for program activity data flow are being finalized. NB: Need to launch the M&E Framework after launching KNASP 2006-2010

  4. 2: Need for Training Program for M&E • National M&E Training program is being planned at both NACC and NASCOP • Target: All Provinces - Implementing partners - CACCs / DTCs / ACUs - DASCOs/ PASCOs NB: Should be completed by end of August2005. Resources have to be made available in time for the training .

Need for Establishing a Data Base • NACC has to be supported to develop a functional data base & Resource Center • Basic requirements for a data base are (programmer, space, computers, packages etc.). • Data base has to be linked with other sub-systems to house M&E data (Multi-sectoral, decentralized). NB: Basic requirements should be in place by end of May 2005

Implementation of Program M&E System • The program activity monitoring forms will be piloted in May, and we expect the pilot data submitted to NACC by 2nd week of June. • All recipients to submit a first quarterly M&E Report for the quarter October-December by mid January 2006 • CACC review and verify recipients’ reports and forward the same to NACC by mid February 2006. • NB: For these to happen,M&E training, the database at NACC and the M&E manual must be in place

Preparation & Dissemination of Program Monitoring Reports by NACC • NACC must make sure that a functional data base is in place and Program Data from implementers is flowing. • NACC will review program data and prepare summary program monitoring reports: covering major activities, targets, outputs, challenges etc. • Annual National M&E Report should be prepared and disseminated by November 2005. • NB: M&E Manager will be responsible for these activities.
