Implications of Wastage of Human Resources in Secondary Schools in Meme Division

This study titled "Implications of Wastage of Human Resources in Secondary Schools in Meme Division is based on the problem of educational wastage in school establishments. The general objective was to establish the relation between school human resources and wastage in secondary schools in Meme Division of the South west Region of Cameroon. One research question was posed to examine the issue under investigation. Being a quantitative study, the survey research design was used. The target population constituted 362 secondary school principals in the South west Region of Cameroon. A questionnaire on educational infrastructural inputs was used to collect data, and data obtained was analyzed using frequencies, percentages, means and standard deviation. The Chi square test was used to test hypotheses at 0.5level of significance The Item intended to verify the relationship between qualified teachers and wastage. Analyses revealed that 5 schools always have qualified teachers, 23 schools sometimes have qualified teachers. It was also found that there is positive relationship between qualified teachers and wastage. As confirm by the result of hypothesis testing. Analyses shows that x2 calculated 16.08 x2 calculated value 7.93 . This means that when a school has qualified teachers, educational wastage can be reduce. When there is lack of qualified teachers, the rate of school repetition increases. This result agrees with the result of research Magnet 2007 that hold that student with certified teachers perform better than student with teachers who have no certification or emergency certificate. He also alerted that teachers, who have professional education training or pedagogy, produce higher student's achievement than those who enter the profession and lack this background. Item intended to verify the relationship between quantity and teachers at all the subjects and school repetition. Analyses revealed that 7 schools always have adequate quantity of teachers in all the subjects 21 schools, sometimes have adequate quality in all the subjects and 40 schools often have adequate quantity of teachers in all the subjects. It was also found that there is a positive relationship between enough quantity of teachers in all subjects and school repetition. As confirm by the result of table above shows that x2 calculated 13.69 x2 critical value 7.92 . This means that quantity of teachers in the entire subject can reduce the rate of repetition. Item intended to verify the relationship between teachers with experience and school repetition. Analyses revealed that 9 schools always have teachers with experience, 20 schools sometimes have teachers with experience, 36 schools often have teachers with experience. It was also found that there is positive relationship between teachers experience and school repetition. As confined by the result above .It shows that X2calculated l0.18u00c2u00bbX2 critical 7.92 value. This means that schools which have teachers with experience can have low rate of repetition, while schools which have teachers without experience can have high rate of school repetition. This result agree with magnet 2007 finding, who hold that there is a negative effect when a high proportion of inexperienced teachers are present in school, in terms of higher dropout rate and lower students achievement scores. Item intended to verify the relationship between support staff for discipline and school repletion. Analyses shows that, 10 schools always have support staff for discipline,15 schools sometimes have support staff for discipline, 40 schools often have support staff for discipline. It was found that there is a positive relationship between availability of support staff for discipline and school repetition. As confirmed by the result of table above. It reveals that X2 calculated 11.27 X2 critical value 7.92 . This means that the availability of support staff for discipline can reduce the rate of school repetition. Item intended to verify the relationship between availability of guidance and counseling and school repetition. Table above reveals that 71 schools often have staff for guidance and counseling. It was also found that there is no positive relationship between availability of staff for guidance and counseling and school repletion. As confined by the result of table 71. It shows X2 calculated 0.042 X2 critical value 7.92 this mean that the availability of staff for guidance and counseling does not influence the rate of repetition in school. Results from this study and those of other researches show that when human resources of standards are available in school, there will be low rate of educational wastage. On the other hand, if these resources are neglected or left out completely, there will be high rate of school wastages. It also reveals that human is still lacking in a higher percentage in schools. To improve school quality and raise performance, educational leaders at the district, state, and federal level are faced with the challenge to: u2022 Address Socioeconomic Disparity. Thirty percent of the children in urban areas are poor compared to 18% for the nation as a whole. Urban schools are twice as likely to enroll minority and immigrant children than the national average. When compared to the national level, students in urban areas are three times as likely to live in extremely impoverished neighborhoods. u2022 Improve Teaching and Learning. Urbanity and poverty intensify the magnitude of constraints on teaching and learning. While only 23% of the fourth graders in high poverty schools performed at the basic level or higher in the national reading tests, almost 70% of their peers did so in schools with less poverty outside the urban setting. A substantial number of teachers in urban and rural settings are teaching in areas in which they did not earn a minor or a major in college. u2022 Manage the technological gap. Digital divide between the "haves" and the "have-nots" will widen if public schools lag behind in developing learning opportunities to meet the technological challenge. u2022 Sustain Leadership Quality. Urban superintendents have an average tenure of less than 3 years. Top talents are leaving the public sector for the fast-growing sector of e-commerce. u2022 Regain public confidence. While 68% of the urban school board members rated their schools as A and B, only 47% of the urban public did. The public seemed half as likely than the board members to agree that the schools were "doing a good job" in preparing students for college, keeping violence and drugs out of schools, and teaching children who don't speak English. To address these complex tasks more effectively, policymakers have adopted various reform models to change the school's operational processes and its governance structure. Two emerging models of school governance reform that are designed to improve student performance within the public educational sector are: (1) "integrated governance," a term that we developed based on our research, and (2) charter school reform. These two models demonstrate the range of institutional options that policymakers can select in their efforts to improve accountability and management. The two emerging models differ along several design dimensions. Integrated governance adopts a "corporate model" to improve school management and finance, it seeks to raise academic standards for all students system-wide, it applies sanctions and targets support to turn around low-performing schools, and its power is decentralized and governed by system-wide standards. The charter school model adopts consumer-based preferences to promote competition, it seeks to raise performance and promote alternative assessment, to turn around low performing schools it uses site-specific strategies that may be part of a reform network, and there is strong autonomy at the school level. Whereas integrated governance relies on system-wide institutions and standards to target low performance, charter schools focus innovation and promote alternative assessment in a market-like environment. Understanding these emerging models will help in developing the proper balance of various reform strategies. Integrated governance maintains a proper balance between site-based decision-making and system-wide performance-based accountability. It focuses on district-level capacity to reduce institutional fragmentation and raise academic accountability. This kind of restructuring is based on: u2022 a clear vision of education accountability that focuses on academic standards and performance outcomes; u2022 strong political support to improve the operation of the school system; u2022 district-level capacity to intervene in failing schools; and u2022 a mix of direct intervention and support strategies to meet the challenges faced by urban schools. This emerging model is likely to spread as an increasing number of mayors have gained control over the public schools. Mayoral control may not necessarily turn into integrated governance reform; for example, mayors may be reluctant to play an active role even though they are granted the legislative authority; mayoral control may be constrained by state legislative compromise; or civic leadership may be the driving force behind a more focused, performance-based accountability framework. More importantly, integrated governance reform is not simply a recentralization of authority nor can it be fully understood by focusing only on the issue of city takeover. Instead, integrated governance redefines the responsibilities and enhances the capacity of the district-wide leadership. Given its strong focus on raising student performance, integrated governance legitimizes system-wide standards and policies that identify and target intervention at low performing schools. In effect, integrated governance creates institutional pressure and support that are necessary to address a key limitation of decentralization, namely, that organizational changes at the school site are not sufficient for academic improvement system-wide. While decentralization may produce successful reform in some schools, system-wide improvement is not likely to occur unless district-wide leadership has the political will and the capacity to implement outcome-based accountability. Instead of focusing solely on problems, practitioners now examine how community assets can be used to improve the quality of life. The decline of many areas suggests that schools and communities need to work together for their mutual survival. Schools can offer needed leadership and by sharing resources, schools and communities can meet the standards of school reform while meeting the needs of community members. Community profiles In generating a profile, youu2019ll need to do the following: - Collect basic information about the community, such as population, nature of households, educational attainment, ethnic characteristics, and income levels. - Review the school improvement plan. - Prepare a profile of school and community partnerships designed to strengthen academic learning. - List community resource agencies that work with the school or are potential partners. Here are some suggestions that might help you describe existing school and community characteristics related to academic achievement: - Describe academic programs in your school, using available test scores, grade distributions, course selection booklets, and class enrollments to make your points. - Describe the kinds of community activities that already support academic achievement in your school. - Define how community engagement might strengthen your existing school improvement plan. - Such a definition is crucial for understanding the schoolu2019s relationship to various parts of the community, for determining potential partners, and for developing strategies to reach out to the various school stakeholders. An inventory or a "map" of the community resources needs to be developed. Once this map has been established, it can be beneficial for two different purposes: to determine areas of opportunity and need and to move to action once a need or goal is identified. The inventory defines six different kinds of assets: individual, institutional, federal and state, organizational, physical, and cultural. Use this list to help you draw up a list of these assets for your community. Then you can begin a discussion of how they can be used to bolster academic achievement and how the school can help build the communityu2019s assets. Many of the individuals and organizations listed, as well as the physical assets, can be incorporated into curricular and extracurricular activities. Your community may have additional assets not mentioned here. Also, put yourselves in the shoes of students. Hop on a school bus and follow the daily route, stopping at all of the stops. Consider asking the questions suggested above along the way. Consider some other questions: How long does it take to get from one end of the route to the other? Does the distance from the school pose problems for students who must ride the route every school day? Does distance from the school have anything to do with getting and keeping people from the community involved in the school?
