  2. CREATING LEADERS FOR POLICY ACTION LokNeeti programme was launched in January 2022 by the Indian School of Public Policy. The Lokneeti programme of ISPP is designed to democratise public policy discourse in India. Using a hybrid model of training, LokNeeti offers courses that focus on Data Analysis, Project Monitoring & Impact Evaluation, Design Thinking and Behaviour Change. The 4-month programme is designed to engage policy aspirants from around the country in an attempt to impart core public policy education in English/Hinglish. It consists of 6 courses, 3 workshops, and 1 week of in-person classes. Our students are encouraged to apply their skills and new learnings to analyse policy issues using the lens of design thinking and behaviour change. Dr Parth J. Shah, Co-founder, ISPP and Shailesh Pathak, Director & Professor of Practice, ISPP are the sutradhaars of LokNeeti.   3. LOKNEETI SUTRADHAAR डॉ पाथ? जे. शाह Dr Parth J. Shah Co-founder, ISPP Dr Parth J. Shah is the Co-Founder of the Indian School of Public Policy. He is also the Founder of the Centre for Civil Society (CCS), a New Delhi-based market-liberal think tank that advances social change through public policy. Parth's research and advocacy work focuses on the themes of economic freedom, choice, and competition in education, property rights approach to the environment and new public management. He was a member of the education task force of the governments of Delhi and Karnataka and served on the Senate of the Central University of Himachal Pradesh and Tamil Nadu. He holds a PhD in economics and had taught at the University of Michigan and been a visiting faculty at JNU, Delhi and MS University, Vadodara. शैलेश पाठक Shailesh Pathak Director & Professor of Practice, ISPP Mr Shailesh Pathak joined ISPP in July 2022, after 19 years in the private corporate sector and 17 years in the IAS as part of government. Most recently he was with L&T (Larsen & Toubro) from 2017-2022, where he was CEO of L&T Infrastructure Development Projects Limited, Chennai. He started his career in 1986 with the ICICI group and has also worked with IDFC (Infrastructure Development Finance Company), among others. In his government stints, he served as Secretary to the state government and MD of two companies in industries and infrastructure. He has been part of the G20 group of nations' Business grouping, B20, since 2016 as a member of the Finance & Infrastructure Task Force. Since 2012, he has been part of the BRICS Business Council, where he co-headed the infrastructure group in 2020. He graduated from Shri Ram College of Commerce, Delhi and Indian Institute of Management, Calcutta, apart from an LLB degree, a Diploma in Business Finance and a Leadership programme at the University of Oxford. FEATURES OF THE PROGRAMME INTERDISCIPLINARY ACTIVE MENTORSHIP The programme will enable students to use data, policy and behaviour change communication to analyse and solve policy issues Students will be mentored by ISPP faculty and over a hundred alumni and current scholars in their fields of interest HYBRID FORMAT PRACTICUM There is a component of In-person Classes for 3 days at the beginning and at the end of the course, in which students will get to visit and attend the classes at the campus. Most importantly, it provides us with practical, scientific tools to help people make better decisions, and improve the impact of policy actions as seen through the meteoric growth of ‘Nudge Units’ globally. This course will give the students an in-depth understanding of the work done by some of these scholars and practitioners, and prepare them to apply the new principles of decision- making to improve policy outcomes. ?वहार प?रवत?न Behaviour Change By Karan Arora This programme will equip participants to understand data in a manner that they can apply it on policies and programs, helping them identify problems and make useful decisions. It will give a clear understanding of what information data provides and what it does not ask. Ask critical questions before analysing data - such as about the source of the data, how it was collected, was it a census or a sample, what specific questions were asked and by whom? Look at data to find the what may be the underlying causes of the problem? At the same time, they will understand data will never be perfect and imperfect data is better than no data. Understand that the marginal value/cost of more information vs marginal cost of delayed decisions. Design Thinking or User-Centered Innovation is not the exclusive preserve of Designers – It is an approach that deploys a high degree of empathy and collaborative spirit to solve complex challenges and create ideas with enduring value. Some of the world’s leading brands, such as Apple, Google, Samsung and GE, have rapidly adopted Design Thinking and integrated it into their management toolkit. Design Thinking is now being taught at leading universities around the world, including d.school, Stanford, Harvard and MIT. During the programme, we will also select a public policy challenge and learn how to empathize with users, generate ideas to solve the problem, prioritize and select and come out with a prototype for the new solution. ?डज़ाइन ?थ??क ? ग Design Thinking By Amit Gulati The programme will allow participant to better appreciate the situations where there is an economic rationale for Government intervention and the limitations of government actions in policy space. The students will be able to better understand how strengthening functioning of markets may lead to better policy outcomes, and be able to design the appropriate tool for policy intervention. They would also come to appreciate that while there is a ‘science’ of policymaking, the ‘art’ of policy is equally important. Especially understand that policymaking is a slow, somewhat messy process that needs to be rooted in the local context. Lastly, the scholars will better appreciate the constraints of State Capacity and how they could be overcome for more effective policies. अथ?शा? और नी?त क? राजनी?त Economics & Politics of Policy By Rajeev Kapoor This programme will introduce participants to Public Choice economics, New Public Management, a variety of informal self-governing norms, public finance, sources and usage of public money as well as what could be a more efficient way of achieving public goals with minimal of public resources. Finally, the course will build on all these ideas to offer an understanding of our our present governance model and how have we got here. These ideas will be shared with participants with only common sense as our tool and little to no technical knowledge previously required. All the lessons will be shared in a manner that is easily relatable with day-to-day economic and policy affairs. शासन और लोक ?शासन Governance and Public Administration By Shailesh Pathak Project Monitoring and Evaluation is the assessment of how well is being implemented and whether once implemented if it has met its stated objectives and goals and what has the impact of the project been? This programme will introduce the participants to Project Monitoring and Evaluation and the tools. The course will be divided into two parts: Monitoring and Evaluation. Monitoring will focus on understanding how the activities being carried out to implement the project can be continuously assessed to understand whether the project is being implemented as planned. Evaluation is the final assessment that happens once a project has been implemented to assess the project's impact. THE FACULTY Amit Krishn Gulati अ?मत क ृ ? गुलाटी Co- founder, Incubis Amit Krishn Gulati is an award-winning industrial designer, entrepreneur and educator with a multifaceted oeuvre encompassing New Product Development, Healthcare, Hospitality, Branding, Built Environments and Retail Experiences. Amit completed the post-graduate programme in Industrial Design from the National Institute of Design (NID), Ahmedabad in 1995 and is the co-founder of Incubis. Karan Arora करण अरोरा Founder and CEO, Beast Karan is Founder & CEO at BEAST, where he has helped leading organisations use behavioural insights to solve complex challenges. His experience ranges over consumer preference research, pricing analysis, experimental studies, behavioural marketing & communication design, organisational change management, and market & industry analysis. Karan holds an MSc (Distinction) in Behavioural Economics from the University of Warwick and is passionate about democratizing the science and creating behavioural change products. His interests lie in strategic thinking, product design, big data and finance. Nandita Banerjee नं?दता बनज? Head HR & Capacity Building, ASER Centre Nandita Banerjee has been working in the non-profit sector for the last 15 years. She has worked with Help Age India, Dignity Foundation, and the National University of Singapore dealing with issues of ageing. She works with Pratham at ASER Centre with the Capacity Building Team to strengthen the knowledge and skills of the employees. Neeraj Trivedi नीरज ??वेदी Head, Organizational Effectiveness, Pratham Education Foundation Neeraj Trivedi is currently working with Pratham Education Foundation on its internal capacity building programs as well as social protection-related projects. He earlier served as the Associate Director at Evidence for Policy Design (EPoD) India at IFMr Prior to joining EPoD India, Neeraj was with Pratham for seven years, where he served as Head of ASER Operations, Capacity Building and HR at ASER Centre and prior to that Operations Head for UP and Bihar programs, and in-charge of child labour related interventions in Bihar. Neeraj graduated from the Masters in Public Administration in International Development (MPA-ID) program at the Harvard Kennedy School. Rajeev Kapoor राजीव कपूर (Retd. IAS) State Information Commissioner, UP As an officer of the Indian Administrative Service (IAS, 1983 batch), Rajeev Kapoor has served in the Uttar Pradesh cadre and held senior positions in both the Central and State Governments. At Central Government, Rajeev worked as Secretaries in different ministries, as Director of the Lal Bahadur Shastri National Academy of Administration (LBSNAA), and as Joint secretary in the Department of Personnel. He also worked as a Governance Adviser with Department for International Development (DFID), UK for three years. He is a graduate in Electrical Engineering from IIT Kanpur (batch of 1979) and has a Post Graduate Degree in Management from IIM (Ahmedabad).
