The U.S. Environmental Protection Agency’s (EPA) SmartWay Transport Partnership Program and the Virginia Port Authority are initiating a partnership with Hampton Roads area lenders and truck dealers to help finance the purchase of less polluting and more fuel efficient 2007 or earlier heavy duty diesel trucks. The SmartWay Plus Program offers lower monthly payments through flexible loan terms for trucks equipped with a diesel particle filter, as compared to traditional loans. This loan can also be used to finance fuel saving equipment like auxiliary power units, wide-based tires, and advance tractor and trailer aerodynamics as long as the truck is equipped with a diesel filter.   3. What are the benefits? By purchasing less polluting, more fuel efficient trucks, truck owners can save around $100 to $200 on their monthly loan payments. They also will help the environment by reducing the amount of emissions from their truck. And, they can gain increased business from SmartWay Shippers who have made a commitment to EPA to deliver at least 50% of their cargo with cleaner SmartWay Carriers.   4. Eligible Diesel Retrofit Technologies To qualify for the SmartWay Plus Program, a truck must contain a 1995 or later engine and be equipped with either a: 1. CARB verified level 2 & 3 technology: www.arb.ca.gov/diesel/verdev/vt/cvt.htm OR 2. EPA verified diesel particulate filter that reduces PM emissions by at least 50%: www.epa.gov/oms/retrofit/retroverifiedlist.htm OR 3. 2007 or later model year engines are also eligible. Frequently Asked Questions about the • SmartWay Plus Program • What classes of retrofits qualify for the SmartWay Plus loan? • To qualify for a SmartWay Plus Program, a truck must be equipped with either a: • Calif. Air Resource Board (CARB) verified level 2 and 3 technologies: • www.arb.ca.gov/diesel/verdev/vt/cvt.htm • OR • EPA verified diesel particulate filters that reduce PM emissions by at least 50%: • www.epa.gov/oms/retrofit/retroverifiedlist.htm • Which retrofitted model year trucks qualify for the SmartWay Plus loan? • A 1995 thru 2003 (non-EGR engines) truck can qualify for a loan so long as it is equipped with a retrofit device. • A 2004-2006 truck can qualify , if it is equipped with a Level II or III CARB device or an EPA verified 50% diesel particulate filter. • What new model year trucks qualify for the SmartWay Plus loan? • New model year trucks are not eligible for the SmartWay Plus loan, unless they • are equipped with Selected Catalytic reduction (SCR) systems to reduce NOx • emissions. Since new trucks are required to be fitted with diesel particulate filters, • we do not provide an additional financial incentive to purchase these trucks. Installations can be done at any authorized Cummins Distributor location. Qualified OEM dealers will be considered for authorization to perform installations. Contact your specific device manufacturer for further information. Does the “trade-in” truck require salvage? Currently there is no local salvage program in place for older drayage trucks, however, we are investigating options to implement such a program. Accordingly salvage of the older truck is not required at his time. What is the cost of the retrofit device including installation? Estimated costs of installation for a Cummins Level 2 device (PCRT ) is $5,500. Contact your specific device manufacturer for further information. What are the impacts to the truck manufactures warranty? Retrofit devices operate independent of the truck engine and should not affect truck warranties.
