  2. Child Care Services Bureau The Child Care Services Bureau (CCSB) mission is to promote quality, affordable, adequate and accessible child care for children and families in New Mexico. It has an annual budget in state and federal funds to manage the Child Care Assistance subsidy program and monitor and support child care providers through the Child Care Licensing unit.

Child Care Assistance Program The Child Care Assistance subsidy program pays CYFD licensed or registered child care providers for providing child care to the children of families who meet program eligibility guidelines. The goal of the Child Care Assistance program is to help families move toward self-sufficiency by assisting them with quality, affordable, adequate and accessible child care.

Eligibility Requirements for Child Care Assistance • Children must be between the ages of 6 weeks to 13 years old • Parents must be working, going to school, or in a TANF approved activity • Families must meet income eligibility guidelines (200% FPL) • Must be New Mexico residents • Have a need for care

Application Process • In order to begin the application process, a client must attend an interview and turn in to a caseworker: • Completed application • Current check stubs – 2 if paid biweekly, 4 if weekly • Verification of other income (i.e. child support, SSI, etc.) • Verification of school attendance • Birth certificates • Social Security cards for all household members • Picture ID for head of household • Verification of residency (lease, utility bills, etc.) • Child Care Provider info (Name, address, phone #) • ** TANF recipients may need verification of TANF activity **

Child Care Assistance • Providers receive a monthly payment through CYFD for providing child care services depending on the times and days approved in the Child Care Placement Agreement (CCPA) • May also receive additional $ for after-hour and weekend care if approved in the CCPA (5-15%) • Payment is NOT made directly to the parent or guardian unless the client is using a in-home care provider • Parents/Guardians may have to pay a copayment depending on income

STARS Payment Rates • Provider participating and approved for a 2, 3, 4, or 5 STAR license will receive the base rate plus additional payment • 2 STAR = + $45 per child per month • 3 STAR = + $70 per child per month • 4 STAR = + $104.50 per child per month • 5 STAR = + $132 per child per month

Type of Licensed Providers Licensed Center, including Before & After School Programs Licensed Family Home Licensed Group Home  12 children at one time 2 children < 2 yrs, (unless specifically licensed for more) Need 2 caregivers 6 children at one time 2 children < 2 yrs, (unless specifically licensed for more) Dependant on room size and space in facility

  15. Licensing Requirements • Zoning approval • Fire marshal inspection • Approval of NM Environment Dept. ONLY if private water, waste/sewage or pools • Background checks on all caregivers, staff and all adult household members • Daily schedule/activities • Organized, identifiable learning centers

Licensing Requirements(cont’d) • 35 sq. ft. of activity and sleeping space per child • Mission, philosophy & curriculum statement • Parent handbook and Guidance Policy • 12 -24 hours of training annually, 45-hour course completion or early childhood degree • Other requirements as outlined in 8.16.2 NMAC

  17. Costs of Becoming Licensed • Background checks ($29.25 per individual) • Business License (approx $25-$75) - includes zoning • Fire marshal inspection ($15-$50) • Environment Dept. ($20-$50) • Application ($55) • CPR & First Aid (approx. $80) • 45-hour course ($45)

  18. STARS & AIM HIGH STARS is a quality rating system that contains five levels. The higher the Star Level, the higher the level of quality. Each Star Level requires a provider to continue to meet higher quality standards in various areas. As a program’s Star Level increases, their payment from Child Care Services increases. AIM HIGH is an on-site technical assistance program to assist with increase in quality of care and increase in STAR level
