Key Issues and System Weaknesses Under-investments in very early stages of valorisation due to too risky investment proposals that offer genuine uncertainty rather than risks for investors (Investor view) Lack of adequate business and managerial skills (Investor/Inventor view) Fragmentation of policy measures (Policy/government view) Too complicated and fragmented valorisation offerings not addressing the real needs in a timely manner (SME/Entrepreneur view)
