  1. Single Plan for Student Achievement Role of the School Site Council

  2. NCLB Reauthorization Requirements for Title I SWP • Any Title I school operating a SWP under IASA (1994), may continue…but will need to amend the school plan to address the SWP requirements in NCLB • It must be amended during the 2002-03 school year (due to District J by May 15, 2003)

  3. Changes to the California Education Code • Senator Jack O’Connell introduced Senate Bill (SB 374), effective January 1, 2002. • SB 374 amended the California Education Code sections 64000 and 64001 • All California schools participating in programs funded through the Consolidated Application process develop a Single Plan for Student Achievement.

  4. Changes to the California Education Code • This Single Plan for Student Achievement must comply with the following: • It must address how the consolidated application funds will be used “to improve the academic performance of all pupils to the level of the performance goals, as established by the API.”

  5. Changes to the California Education Code • This Single Plan for Student Achievement must comply with the following: • It must be developed and approved by the School Site Council with the review, certification, and advice from any applicable school advisory committees.

  6. Changes to the California Education Code • This Single Plan for Student Achievement must comply with the following: • It must be aligned with school goals. • It must be based upon an analysis of verifiable state data, including API, CELDT, and may include any data voluntarily developed by districts to measure student achievement.

  7. Changes to the California Education Code • This Single Plan for Student Achievement must comply with the following: • It must be reviewed and updated annually by the school site council, including proposed expenditures of funds allocated to the school through the consolidated application.

  13. Highlights of the School Site Council • The Principal • The principal has no administrative authority over the council, may not veto decisions made by the council, and may not make changes to the plan approved by the council.

  14. Highlights of the School Site Council • Committees • The council may appoint committees or individuals to perform tasks that assist the council in developing, monitoring, or evaluating the plan.

Highlights of the School Site Council • Rules of Order • Meetings must be open to the public • The public may address the council on any item within jurisdiction of the council • Notice of the meeting must be posted at the school site at least 72 hours before the meeting • The notice must specify date, time, and place of the meeting and the agenda

  16. Highlights of the School Site Council • Rules of Order • The council cannot act on an item not described on the posted agenda unless, by unanimous vote, it finds a need for action unknown when the agenda was posted

  17. Highlights of the School Site Council • Bylaws • It is good practice for a council to adopt bylaws to guide its actions • Terms and election procedures • Council’s regular meeting times • Numbers of parents, teachers and students needed for quorum • Minimum attendance required of members

  18. Highlights of the School Site Council • Records • Elections • Official correspondence • Agendas of council meetings • Evidence of input from school advisory committees • Minutes of meetings, recording attendance, discussions, recommendations and actions • Keep records for three years

  19. Task Calendar for the School Site Council • Select council members and officers • Train council members • Obtain advisory committee input and community involvement • Analyze student data and educational practice • Develop the plan and related expenditures
