    Slide 2:Outlook

Food safety Monitoring systems Principles for official control Financing Consumer information Changes in the animal-fair feeding

    Slide 3:Food safety

Definition Seal of quality and approval in AUT Who gets the seal of quality Definition of food safety: Food safety regulations are mandatory controls over the quality attributes of a final product, based on the potential effects on human health from food handling, preparation, or consumption (HOOKER 1999). AMA quality mark for controll of comprehensible quality food bos (lat. Cow) for beef mark the direct way from producer to consument, it`s a documentation along the supply chain Who get the mark: every who keep to the contract regulations of qualitystandards, have to pay charges, get controlled, Definition of food safety: Food safety regulations are mandatory controls over the quality attributes of a final product, based on the potential effects on human health from food handling, preparation, or consumption (HOOKER 1999). Slide 4:Monitoring systems

BSE – Test all cows over 30 month all emergency slaughtering over 20 month covering the whole Austrian (AUT) area Check of animal forage domestic production renunciation of foreign replenishment forage Control of raw material Stretching of the monitoring system, covering the whole Aut area, intensification of the systmes Raw material products like soya, maize, corn, Stretching of the monitoring system, covering the whole Aut area, intensification of the systmes Raw material products like soya, maize, corn,

Slide 5:The principles for official control 1

Primary producers and companies bear the responsibility The control must be prevented Inspection is the cornerstone Analytical control

Slide 6:The principles for official control 2

Need-oriented inspection Seek the sources of the problem Reaction Uniform effects Documents its own reliability

    Slide 7:Financing

Cost Consideration High Cost Low High capital and opeartion cost (Now cost) High DNA analysis cost (Future cost) Cost effective balance Track Forward Trace Back Figure : Cost Consideration of Pro-active and Re-active Trace-Back Systems. (Source: EAN International, 2000) Complex Simple (Spend now save later) SYSTEM (save now spend later) It`s a political decision who is responsible for paying. Every major partner in the supply chain. Producer, logistic retailer, seller, and consumer.. It`s a political decision who is responsible for paying. Every major partner in the supply chain. Producer, logistic retailer, seller, and consumer..

    Slide 8:Financing

Who should pay? Political decision Every partner in the Supply Chain Farms Slaughterhouse Industry Retailer and Consumer

    Slide 9:Consumer information

Information as open as possible Sensitize the consumer for the cost problem Convince consumer to believe in the controlsystem We think it’s important to be as open as possible as a leader. You have to insure the consumers that the programme that is tracking BSE works and explain how it works. As consumer you want to be sure the meat your eating is “safe”. If the products in the stores are market with information about the meat, like where it’s from, where its slaughtered etc. we consumers would be better informed about what we eat. Because of all test, to make the meat safe, the tested meat maybe gets a bit more expensive. If you as consumer want “safe” meat you can’t just look at the price. If a new case of mad cow diesis occurred the people must be better informed about it. Because otherwise people are going to be frightened and they are going to quit eating all kinds of meat. If it happened its not good for the market and for the farmers. It also takes a very long time to convince the people to eat meat again when the meat is healthy again. Because its still there that the meat can come from an infected animal. If people don’t eat the meat then it the meat is going to be more expensive and in the end it doesn’t paid off fore the farmers to race cattle’s. Slide 10:Changes in the animal-fair feeding

Stronger linkage plant production – animal husbandry Grassland the basis of feeds for ruminants Import limits by agreements The BSE crisis showed however clearly that agriculture defines itself the industrial not over the size of company, but over the supplying and acceptance structures standing behind it. A stronger linkage of the plant production with animal husbandry must take place.   The grassland must become again the basis of the feeds for all ruminant, because a kind-fair ruminant nutrition contributes over the receipt of the grassland to the care of the culture landscape and to retaining our diversity of species.   Beyond that the import must be limited by feeds from the third world by appropriate agreements. It is to be answered for neither development nor environment politically further, because the result are predatory exploitation at rain forests, withdrawal of plants changed genetically by surfaces for the cultivation of food, creeping introduction into the agriculture. Above all the import of nutrients leads to a clear over fertilization. The BSE crisis was special a particularly serious symptom of the risks of the intensive agriculture and the "livestock production" aligned to aximum output. The security of the food for the consumers and the protection of nature and environment are to be moved into the center of the agricultural promotion politics.
