Purpose and Focus • Encourage local law enforcement to engage in tobacco compliance activities and to use state policy by providing Education, Training and Funding free of charge • Target Police Departments and County Sheriff’s Offices • Facilitate Linkage with Local Coalitions Access Seattle 2006

Curriculum • Compliance Check Programs and Partners • Tobacco and Tax* Laws • Compliance Check Policy • Application for Funding • Education Programs • Local Coalition Presentation* • Feature Items: • Ohio Substance Abuse Monitoring Network (OSAM)* • Ohio Early Warning Network (OEWN)* Access Seattle 2006

Compliance Check Policy • Three Agents per Compliance Check • One agent enters outlet for safety • One confidential informant attempts to purchase (cigarettes, cigars, chewing tobacco or snuff) with agent observing • Two agents (in another vehicle) issue citation or make arrest if sale occurred Access Seattle 2006

Confidential Informants • 14, 15 or 16 Years Old • Females: Little or no make-up/jewelry • Males: Clean shaven, little or no jewelry • Dress Consistent with Age & Area • Birth Certificate & Parental Consent • Must be Truthful if Asked Age • Must Show Own Valid ID if Requested Access Seattle 2006

  6. Other Requirements • Work Permit for CIs • CIs must Pass Written Exam • Photograph of CI on Day of Inspection • Use of Wire or Recorder • Evidence Secured • CIs Cooperation in Legal Proceedings • No Tobacco Use • CI Safety is Paramount Access Seattle 2006

Funding to Law Enforcement • One Agent, Two Officers • 1½ times Hourly Rate for Officers • Fringe Benefits up to 30% • Choose Outlets with Liquor Permit • CI and Buy Money Provided • State or Local Issued Citation • Paper Work Completed by State Agent • Funded by MSA Monies and ODADAS Access Seattle 2006
