Lothian IRF Project – Progress Update • Mapping – Health 90% complete • Two Council Partners have provided data for mapping, other two are collating the data • All 4 Council Partners have identified pilot projects • City of Edinburgh – Older People Rehabilitation Pathways • East Lothian – Community based services for Older People • Midlothian – Community based care and treatment of Older People • West Lothian – Early intervention and follow-up for children with substance misusing parents and children with ASD/Aspergers Lothian Partnership Integrated Resource Framework

  3. Who is the integrator? • Not a single person or group • Specific to each project • The person, group, or organisation best placed to help the project succeed. Lothian Partnership Integrated Resource Framework

Integrator Powers – Scope and Limitations • Integrator manages project within timescales set in project outline • Integrator manages resources allocated by IRF and transferred through financial mechanisms • Projects approved by IRF Project Board – but still subject to Corporate Governance arrangements in each partnership organisation(s). • Projects monitored to ensure outcomes meet targets agreed at inception Lothian Partnership Integrated Resource Framework

Financial Frameworks • Specific to projects – dependent on timescales and financial value • Inter-organisational resource flows only appropriate for relatively short timescales, and constrained by organisational SFIs • Where resource flows are appropriate, these will be ring-fenced. • Inter-organisational arrangements should be transparent and auditable. • IRF has the potential to deliver data to inform National funding formulae for both Health and Local Government • Formula adjustment automatically provides a short lifespan on inter-organisational arrangements. Challenges • Trust by partners that the Integrator can deliver on their behalf. • Cultural differences between organisations and within each partner organisation, creation of single goal. • Availability of funding with Public Sector budgets constrained in medium to long term • Improved services for all does not necessarily mean improved services for individuals • Equity of services across all partners. • Political decisions making may not be convergent with that of other partners.
