TAFES • Known as Technical and Further Education Providers • More than 60 institutes offer Vocational Education & Training (VET) programs in Australia. • Some TAFES are part of larger Universities. • Government funded not for profit institutionsand they act independently of one another. • TAFE courses are used by International students as a pathway to undergraduate programs at universities, especially via the Diploma route. • They usually offer the Diploma programs only but some offer Degree programs as well. • Programs of 54 TAFESs have recently been included under SVP.

Entry Requirements Academics • Diploma: Minimum 60% in class 12th. • Bachelors: Minimum academic percentage required is around 60% + in class 12thfor the students from CBSE board and 65% + for ICSE/State Board. • Masters: Minimum academic percentage in a Bachelors degree should be second class if the University is falling under section 1 and 2 of the NOOSR guidelines or first class if the university is falling under the section 3 of the NOOSR guidelines. • Foundation/Packaged program are available for the students who are not directly eligible for the Bachelors Program.

Australian Student Visa • A student needs to meet certain requirements to obtain a student visa. • Each visa that DIBP (Department of Immigration & Border Protection) issues, has a particular subclass which relates to the student’s study level. • By considering this subclass and the country as per the student’s passport, the student is then given an Assessment Level (AL). • • DIBP has assessed every country in the world from Level 1 to 5. • • AL 1 - lowest immigration risk country • • AL 5 - highest immigration risk country. • • For Student’s coming from a low risk country (AL 1 or 2), the financial, academic & English language requirements that need to be provided are less comprehensive than for those who come from a high risk country (AL 3 or 4).

Australia Student Visa Rules AL4 for Diplomas/VET Courses AL3 for Advanced Diplomas, Bachelors and Higher Degrees • Reduction of Financial requirements: Students from Assessment Level 3 countries, i.e, India, applying for Advanced Diplomas, Bachelors and other higher degrees will have to show only 12 months of funds irrespective of longer duration of course.   44. Streamlined Visa Processing (SVP) • The government has accepted the SVP proposal and implemented it w.e.f 24th March 2012. Under this proposal, student visa applicants with a Confirmation of Enrolment (e-COE) from a participating Australian university or institution for Advanced Diploma, Bachelors, Masters or Postgraduate by Research Degree are considered as though they are at a lower migration risk (similar to AL 1) regardless of their country of origin. In short, the visa processing will be faster and simpler. • SVP visas will be processed within 2- 8 weeks. • Students can generate HAP ID online & undergo Pre-Medicals before submission of visa file. This will save the time of visa processing by at least one week. • Financial documents will be assessed and approved by the university. The decision regarding which documents to accept and which not, rests with the university. For e.g. earlier DIBP did not accept co-operative bank saving balances. Now, university will decide whether to accept such co-operative bank saving balances or not.

  45. Streamlined Visa processing (SVP) • Since SVP visa applications will be considered under AL1, it is not mandatory to have 3 months old funds like before. But for recent funds, documentary evidence is required for source of funds. Evidence of employment, income and source of funds will suffice the purpose. • DIBP will be closely working with the universities and will give feedback of the agents to the universities. By this way, universities can decide whether to work with that agentor not. • If the student opts for a packaged course from the provider, as listed on the website under SVP, the onus will be on the principal provider. For e.g. if the student has opted a program at MIT leading to Federation University and if he fails to comply with the visa rules, Federation University will be held responsible, not MIT. • It is the responsibility of the university to assess the student as per GTE criteria. It is for the university to decide whether they want to take an interview at the time of issuing offer letter or at the time of issuing COE.

Australia Student Visa Rules • Genuine Temporary Entrant - GTE In order to grant a student visa, applicant must be both a GTE and a GenuineStudent and in assessing GTE, decision makers will consider factors such as: • The applicant’s circumstances in their home country. • The applicant’s potential circumstances in Australia. • The value of the course to the applicant’s future. • The applicant’s immigration history. • Any other relevant matters.

  47. Genuine Temporary Entrant (GTE) • In order to ensure that the student is a Genuine Temporary Entrant (GTE) and a Genuine Student (GS), universities, as well as, Australian High Commission consider the following points while making a decision on the visa application: • Students applying with less than 6.0 bands in IELTS. • Students married and applying with spouse for an undergraduate course. • Gap of 1 or more years from the last education completed. • Students who have done Diploma/Certificate courses from private institutes. • Students with work experience and not having salary account statements/Form 16 to support their work experience. • Students with earlier student visa refusal for any country. • Students applying with sponsors who are not close blood relative and theirquantum of sponsorship is more than 50% of the fund required (Third partyfunds).

  48. Genuine Temporary Entrant (GTE) • If an applicant satisfies any of the above referred 2 conditions, most probably the visa will be declined. • If the applicant satisfies one of the above referred conditions, then the application will be declined, unless the application has a strong favourable factor e.g. English at 7 bands or above, strong work history in a relevant area, etc. • For all applications falling into above category there will be a high • chance of interview.

Australia Student Visa Rules Label Free Visa Processing • From 1st October 2012, anyone applying for any Australian student visa through one of the VFS Global Australian Visa Application Centers across India will no longer be required to submit their passport with their visa application. • Instead they will be required to submit a notary attested copy of all pages of their passport at the time of application. • What if student still want a label in passport? • Whilst Australia does not require travellers to have a visa label in their passport, clients will still have the option to request a visa label once they have been granted a visa. • However, this process will involve lodging a further request for service at one of VFS • and the processing time for this additional service will be 15 working days.

  50. Australia Student Visa Rules. Label Free Visa Processing • When the visa is granted, the applicant will be issued a ‘Visa Grant Notice’ that will explain the conditions of the visa, including period of validity and entry requirements. (Applicants will be issued with a visa grant notification, usually in the form of a letter, once a decision has been made to grant a visa). • So, in short: •  No need to submit your original passport or wait for it to be returned. Once the visa is granted student comes to know about it on the same day. •  Electronic notification clearly explaining the conditions of your visa. Label-free travel also reduces instances of visa fraud
