  3. Background and Context • Multi level governance: implications • Double devolution: local councils and LAPAs; voluntary organisations • International diversity: different degrees of autonomy over sports funding, management and advocacy

  4. Rationale for devolved administration and funding • Expert knowledge base, close to ground • Policy diversity is cost effective • Innovation and experimentation>transfer and learning

  5. Rationale... • Emotional/psychological attachment by public - to high performance sport especially • Synergy with other devolved portfolios e.g. social inclusion, health, children, education

  6. Some challenges... • Policy fit (or clash!) between levels of government • Jagged edges • Codification or legislative protection for relationships • Regional and National teams • Role of NGBs • Ensuring athlete-centred approaches
