  2. Tanker Accidents up to 12/2007 • Tanker Accidents Increasing since 1st Qtr 2006. • Oil/Cos introduce Officer Matrix Requirements to address “Time in Rank” & “Time with Company”. • Competing & Contradictory Difficult to comply with.

TOTS Historical Background • Objective to provide a coordinated response by INTERTANKO that will address the increase in tanker accidents. • Provide a level of comfort to Oil/Cos via a structured; controlled process to enhance competency based training; provide verification of understanding and compliance with today’s rules & regulations. • “Ease compliance” with Officer Matrix Requirements. • Provide a comparable level of comfort that the team onboard will operate the tanker environmentally aware & safe. • The TOTS Concept was endorsed by INTERTANKO Council (March 2007).

TOTS: Company Verification (CBA) Time with Company 4. TOTS: Tanker Specific Simulator Training/Verification Time in Rank Training, (Junior Ranks) Time in Rank Verification, (Senior Ranks) TMSA Part 3, 6, Stage 4 • TMSA Part 3, 3, Stage 4, TMSA Part 3, 3A, Stage 2 & 3: • TMSA Part 3, 5, Stage 3: TMSA Part 3, 11, Stage 1

TOTS: CBA - Time in Rank • CBA (CD-ROM) to verify candidates understanding of “Time in Rank” tasks • CBA = c.2000 Questions: Total Dataset • 18-20 CBA assessments each Record book TOTS Time in Rank Certification Follows The Candidate • 1 x CBA For each Record book section • 1 x Final CBA CD-ROM under exam conditions

Ship Specific Simulator Verification/Training • Simulator courses specifically designed to meet the TOTS standard. • Can be run by any externally accredited Maritime Training Centre • Trains & Verifies tanker type knowledge in three areas: • Crude Oil Tankers • Product Tankers • Chemical Tankers
