  1. Organisation of the operating experience and incident analysis by the French Safety Authority (ASN) Organisation, actors and units involved Role of the ASN/NPP Operating Experience & Incidents Group Overview of 2005 NPPs incidents The Operating Experience Process DGSNR – SD2 - 1

  2. Main actors involved Safety Authority In charge of the control of nuclear installations Survey and analysis of events The licensee Responsible for the Safety of operations Obligation to declare significant events and incidents EDF Technical support and expertise : IRSN Safety Assessment of operations – monitor and analyse operating experience and incidents +standing group of experts DGSNR-SD2 2

  3. Role of the ASN-NPP-Incidents Group • National operating experience feedback • To collect all EDF reactors incidents (data base) and elaborate a global view of events occurring on national level • To coordinate the analysis of operating experience on national level (organisation of periodical meetings with EDF headquarters and IRSN) • To inform technical staff on main aspects : significant events, recurring events • To identifytopics to be considered more in-depth and to take into account assessments made by IRSN and Advisory Committee • To manage data needed for ASN communication regarding NPP incidents (qualitative et quantitative aspects) DGSNR-SD2 3

  4. Role of the ASN-NPP-Incidents Group • Supervision of EDF NPPs incidents • To maintain consistency in processing and analysis of incidents (approach, guideline…) within ASN • To contribute to training of ASN staff regarding processing and analysis of incidents • To transferinteresting events to staff concerned within ASN • To processspecifically generic events (concern several or all NPPs) • International operating experience feedback • To collect and use international Operating Experience feedback. DGSNR-SD2 4

  5. Overview of incidents on French NPPs • ~792 NPPs Incidents in 2005 • 585 concerning safety • 175 concerning radiological protection • 32 concerning releases of radioactive products or non-radioactive in environment (level 0) • All incidents are declared and classified by criteria (for example : shutdown=criteria 1). Selection of incidents to analyse is required as regards to the quantity. DGSNR-SD2 5

  6. Overview of incidents on French NPPs DGSNR-SD2 6

  7. Overview of incidents on French NPPs DGSNR-SD2 7

  8. The Operating Experience processClosing the feedback loop. • A four levels process • (1) “Real-time” taking into account of incidents (weekly) • When incident is declared by EDF – local discussion between site inspector and the NPP staff • Each week, qualitative analysis by ASN/NPP/ incidents staff • For prominent events or recurrent events : information to technical staffand validation of the INES level • Statistics : trends periodically, global view yearly for public information • According to the incident level and terms : inspections Feedback loop DGSNR-SD2 8

  9. The Operating Experience processClosing the feedback loop. • A four levels process • (2) Periodical meetings with EDF and IRSN (every 3 months) • Selection of important events • Discussion and understanding of each events : questions, follow up • Check the quality of the license analyses. • For example : complementary checks on NPPs for possible generic events Feedback loop DGSNR-SD2 9

  10. The Operating Experience processClosing the feedback loop. Feedback loop • (3) Assessment of Operating Experience with IRSN and Standing group of experts • In-depth analysis of some significant incidents • Three-years periodical examination of OE on various topics • Example : period 2000-2002 • Examination performed by IRSN • Conclusions presented to a standing group of experts in 2004 and 2005 • General review of all incidents occurred during the period • In depth thematic analysis • OE regarding Instrumentation and Control equipments • Application by operators of Operating Technical Specifications • Risk assessment during maintenance, operation, human factors • Diesels reliability • Loss of electrical power supply • For example : request to EDF for systematic controls on all diaphragms of feedwater flow control system. Because of effects on power reactor calculation by possible dirtying of these diaphragms. DGSNR-SD2 10

  11. The Operating Experience processClosing the feedback loop. • (4) Periodic safety review - safety reassessment – • Discussion between EDF and ASN/IRSN – • Take into account of Operating Experience • Agreement on the scope of the safety reassessment • Reassessment studies by EDF • Examination of these studies • Definition by EDF of modifications to be implemented on the plants • Agreement on the scope of these modifications Feedback loop DGSNR-SD2 11

  12. The Operating Experience processClosing the feedback loop. • EPR : • Technical guidelines : « one of the general safety objective is to reduce the number of significant incidents ». One way for this is to take into account lessons learned from operating experience for existing power plants. • WENRA : • Harmonization of the Safety European rules will be the occasion to integrate operating experience good practices. • www.wenra.org DGSNR-SD2 12

  13. Conclusion • Four levels for the operating experience process : • « Real-time » analysis (every week) • Periodical meeting (every three months) • Assessment of operating experience with IRSN and Advisory Committee (every three years) • Periodic safety review (every ten years) • Each level try to integrate the feedback loop. • New challenge : develop a set of indicators to improve analysis DGSNR-SD2 13
