Kosovo Constitution • Article 147 • “Notwithstanding any provision of this Constitution, the International Civilian Representative shall, in accordance with the Comprehensive Proposal for the Kosovo Status Settlement dated 26 March 2007, be the final authority in Kosovo regarding interpretation of the civilian aspects of the said Comprehensive Proposal.”

Ahtisaari Annex IX • “[A]n International Civilian Representative (ICR) shall supervise the implementation of this Settlement and . . . be the final authority in Kosovo regarding interpretation of the civilian aspects of this Settlement . . . . • “The powers and authorities of the ICR and the powers and authorities of the EUSR [EULEX] shall be vested in the same person.

  4. Transition under Ahtisaari Plan Article 15. Upon theentry into force of this Settlement, there shall bea 120 day transition period: a) During the transition period, UNMIKshall continue to exercise itsmandate . . . in consultation with the International Civilian Representative (ICR) At the end of the transition period, UNMIK's mandate shall expire and all legislative and executive authority vested in UNMlKshall betransferred en bloc to the governing authorities of Kosovo . . . .

  5. Security Council Resolution 1244 “10. Authorizes the Secretary-General . . . to establish an international civil presence in Kosovo in order to provide an interim administration for Kosovo under which the people of Kosovo can enjoy substantial autonomy within the Federal Republic of Yugoslavia . . . “

  6. “Article 11 Elections “No later than 9 months from the entry into force of this Settlement, Kosovo shall organize general and municipal elections in accordance with the terms of this Settlement and the new municipal boundaries . . . . Ahtisaari Plan
