  2. Why Semiconductors Matter Semiconductors: The Backbone of Digital India Semiconductors power everything — from smartphones to satellites, cars to cloud computing. India imports 100% of its semiconductor needs (2023-24). Global chip shortage (post-COVID) exposed India's strategic vulnerability. Launch of India Semiconductor Mission (ISM) under Digital India Programme to make India self-reliant. Current Relevance: July 2024: PM Modi laid foundation for 3 major chip fabrication & assembly units (Gujarat & Assam). $15 billion investments from Micron, Tata, and Tower Semiconductor.

Key Features of India Semiconductor Mission (ISM) ISM – Vision, Structure, Incentives Launched: December 2021 Implemented by: Ministry of Electronics & IT (MeitY) Nodal Body: Digital India Corporation Budget: ₹76,000 crore (2021-27) 4 Major Components: 1.Design Linked Incentive (DLI) Scheme – Support local design startups. 2.Fab Units – 50% subsidy on capital for chip manufacturing plants. 3.Display Fabs – For manufacturing LCD/OLED panels. 4.ATMP Units – Assembly, Testing, Marking, Packaging plants. Recent Additions: Special R&D cluster in Bengaluru. Collaboration with Japan, US & EU under tech partnerships.

  4. Challenges in Execution Ground Realities & Roadblocks Capital Intensive: Chip fabs need $5-10 billion; ROI takes years. Tech Dependency: Still reliant on US, Taiwan, and EU for lithography and IP. Skilled Workforce Gap: Shortage of VLSI engineers and chip design talent. Water & Power Needs: Fabs require 20-25 million litres/day; infrastructure bottlenecks in some states. Criticism: Delay in actual announcements.
