The four step principle • Step 1 – RethinkMeasures that can affect the need of transportation and choice of transport mode • Step 2 – OptimiseMeasures that make the utilization of existing infrastructure and vehicles more efficient • Step 3 – ImproveLimited amount of reconstruction and improvements • Step 4 –InvestNew constructions and major improvements

Comparison of the current and past systems • A coherent process instead of 3-4 sequential processes • A road or railway plan must always be approved by the Transportation Administration (some projects had exceptions in the previous system) • Simplified procedure for plans that lack interest among the public • The government itself decides which projects will be subject to approval by the government • Environmental Impact Assessment (EIA) is needed only if the project might have significant impact on the environment Road plan / Rail plan Feasibility study Admissibility trial by the Government The old process: Initial study Stud of Strategic choice of measures (four step principle) Coherent process that leads to a road or rail plan, EIA if finding of significant impact The new process: Public consultation
