Race to the Top Four Assurances: Standards and Assessment (NYS Common Core Standards adopted January 2011 ) Great Teachers and Leaders (Comprehensive Teacher and Principal Evaluation System adopted May 16, 2011) Data Systems to Support Instruction (in progress) Turning around the lowest-performing schools (federal school improvement grants 1003g funds)

Timeline 2011-2012 School Year – New performance evaluation system takes effect for classroom teachers of common branch subjects, ELA or math in grades 4 through 8 along with their respective building principals. 2012-2013 School Year – New performance evaluation system goes into effect for all teachers and building principals. 2012-2013 School Year and thereafter – Implementation of teacher and principal improvement plans, as appropriate; implementation of a Regents approved value-added growth model to be used for the teacher and principal performance evaluation system.

Composite Score Break-Down Comprehensive Evaluation System • 20% - student growth on state assessments • 20% - locally selected measures of student achievement that are determined to be rigorous and comparable across classrooms • 60% - Other measures of teacher/principal effectiveness -40pts must be classroom observations -20 pts can be other local measures (portfolios, self and/or peer assessment , surveys, etc.) -Goal setting (maximum 5pts) (Districts have the option to use state assessments as their locally selected measure resulting in it counting 40%) (100 Total Points)

  7. Improvement Plans If a teacher or principal receives an overall score of ineffective or developing, a TIP or PIP must be formulated and implemented (no later than 10 days after the date on which the teachers must report prior to the opening of classes for the school year. (pg. 30 Guidance Document) If a teacher receives and ineffective in both student growth areas then the overall rating is automatically ineffective. At least one of the objective measures must be effective in order for the composite score to be effective (pg 27 Guidance Document)

  8. What can we do now? Focus on the components in the 60% Build a complete understanding as an administrative team and teaching staff of the new NYS Teaching Standards (released January 11, 2011) Collaborate with each other…Talk about good teaching! Share observation tools, feedback forms, strategies, tips, etc., in order to put both the “How” and “What” in place” Ask yourself, How can we get our good teachers to be GREAT teachers?

  9. Make the shift! From Subjective Objective If the classroom observation process is done effectively, the assessments will fall into place. Give effective feedback that ensures growth at ALL levels. No More Valentines! Make sure teachers are following and assessing the learning standards. We HAVE to move away from teaching what “We Like”! (preconference)

NYS Teaching Standards Knowledge of Students and Student Learning Knowledge of Content and Instructional Planning Instructional Practice Learning Environment Assessment for Student Learning Professional Responsibilities and Collaboration Professional Growth All 7 New York State teaching Standards need to be assessed annually (pg. 22 Guidance Document).
