The idea of ​​establishing Central Population Register (CPR) in the Republic of Serbia dates from the mid-20thcentury • In Belgrade this idea is carried out – Unique information system of the City of Belgrade (UISB) was established in 1957 • Special registers are established and maintained by different organizations (ministries, institutions, local governments ...)

Variables that can be useful for the Census • Statistical Business Register • Identification number of the company • Type of ownership • Full name of the entity • Municipal Code of the company headquarters • Street name and house number • Industry Code • Number of employed persons Population Register of the City of Belgrade identifying information about people (1.844 million) who have or had (500,000) residence on the territory of Belgrade: • Personal identification number • Name and surname • Name of a parent • Sex • Place of birth • Current address with the date of registration • Data on previous residences (from 1986) • Data on registration of births • Date and place of emigration • Date and place of death • Other Registers • Educational attainment • Qualification • Place of work – Municipality • Occupation • Activity status The main source of data is record on residence of the Ministry of Interior of the Republic of Serbia and registry books in the UISB. Data are updated weekly.

Quality of Census Variables • Evaluation of quality of census variables is going to be possible • only after establishing Central Population Register. • Preconditions for evaluation of the quality: • Access to all databases • Methods of collecting data • Classifications used • Definitions • The most common problems: • General answers (for example occupation - worker ) • Lack of demographic topics (only basic information like name, surname, date and place of birth, citizenship...) • Administrative definitions do not correspond to our definitions • Time reference does not coincide with the census critical moment

Are the types of Census variables available in sample surveys? • The sample surveys that could be used • to feel data gaps in registers • Labor Force Survey • Survey on Incomes and Living Conditions – new in SORS • The main problem: • Census is a framework for sample selection for these surveys • (list of households/dwellings within the enumeration area)

  7. Legal Framework for using registers • There is no Law on Central Population Register • According to Article 31, Law on Official Statistics (Official Gazette of RS, no 104/09), the owners of administrative data sources and data collected by constant monitoring and observation are required to transmit data to the SORS, in accordance with the approved plan and the agreed method of delivery • Memorandum of Understanding with all institutions whose bases are used by SORS (not with the Ministry of Interior)

Linking databases with Census variables on the micro level Personal Identification Number(Single Register Number of Citizen) allows linking databases on micro level dd – mm – yyy – 6 digits • National level – jurisdiction of the Ministry of Interior • According to the Law on Personal Identification Number (1976): • Citizens shall be given only one personal identification number. The same identification number can not be given to other citizens • ID number is entered in the ID card, birth certificate, marriage and death certificates, employment card, health insurance card, passport, driving license and other records and public documents that are issued to citizens
