What are we changing? Funding to better reflect the flexibility of the QCF by: • Re-defining entitlements and targets in the context of the QCF • Examining the relationship between Credit and Guided Learning • Looking at transfers and prior learning • Reforming ALS/LLDD/SEN

Entitlement • All full time 16-18 year olds • That is 336 Glh or 0.75 SLN in 12 mths • Within the cap of 1.75 SLN • No longer includes Key/Functional Skills • Includes tutorial and enrichment • Must also register on ILR (L28) • Not for adults

Funding FLTProgrammes • Funding is truly individual • Fund the qualifications through SLNs • Young People funded for entitlement if full time • Qualify for ALS as usual • Uplifts for Programme Weighting, disadvantage etc is in the Provider Factor across your allocation • Monitor length of Stay • Can fund using E2E or FE budgets • Specialist Colleges within matrix costs
Funding FLT (2) • Is the qualification in the catalogue? • LAD gives • SLN glh • Credits • Programme weight • Convert to SLN by glh/450 • If missing inform LSC who pass onto data service
