  1. NORTH STAR ECONOMIC DEVELOPMENT COUNCIL, INC. HISTORY & MISSION STATEMENT

  2. HISTORY North Star was organized in 1997 as a non-profit corporation in the State of Oklahoma. It was originally funded by the Oklahoma Department of Commerce to do visioning for the communities in the Northeastern Oklahoma area.

  3. ORGINAL MEMBERS The original community members of North Star were Avant, Vera, Ramona, Greenwood, Owasso, Collinsville, Skiatook, Sperry, and later Hominy. North Star contracted with outside consultants to take these communities through the visioning process as to future plans and projects. The original board of directors consisted of representatives of these communities as well as local banks. The cost of membership was $500 a year in cash or kind. No community who wanted to join was denied and that is the policy of North Star today.

  4. BOARD OF DIRECTORS As time went on representatives of members of County Government, Oklahoma’s House of Representatives, and United States House of Representatives were added to the Board. Education was represented by Tech Schools and Universities.

  5. NON-PROFIT STATUS In February of 2000, North Star was granted 501(C)(3) status by the Internal Revenue Service for the purpose of promoting the creation of civic infrastructure to increase economic growth.

  6. PURPOSE In everyday English, North Star’s purpose is to promote economic development by influencing Transportation, Education, Health Care, and in our area to study a plan to reduce flooding which affects all three of these areas.

  7. TRANSPORTATION North Star’s lead project in the area of transportation is what is commonly referred to as the Northwest Passage Highway. This project is a national transportation short-cut that runs from New Orleans to Seattle. The Oklahoma part of the Northwest Passage runs up the Muskogee Turnpike in the South to a proposed 4-lane road that runs through the center of Osage County from Tulsa to the Kansas border. North Star arranged a program in Pawhuska, Oklahoma in 2003, hosted by the Osage Tribe, that drew 200 interested government officials, business representatives and citizens from both Kansas and Oklahoma. In 2005, at North Star’s urging, INCOG adopted the road in its 2030 Transportation Plan.

  8. EDUCATION Working in association with Universities and Tech Schools, it was determined that an insufficient number of our children were continuing their education after high school. Furthermore, if we wanted higher paying jobs it was necessary to provide for scholarships for the children of lower income families. In 2002 North Star became aware of and began to support a program provided by the State of Oklahoma for a 5 year scholarship for children of families making $50,000 or less, maintain a 2.5 grade point, have no legal trouble, and take certain courses. The scholarship supports state and private colleges, as well as tech schools. For more information, contact North Star.

  9. HEALTH CARE In 2001 North Star was able to secure the services of one of our State Universities to provide Health Care evaluation for our various communities. Existing Health Care facilities and programs were cataloged as well as the needs for new facilities and programs. North Star has a committee which works with various agencies to promote their projects and events. This is a continuing program.

  10. FLOOD CONTROL Flooding is a problem which affects Transportation, Education, and Health Care. Floods in both Osage and Tulsa Counties in what is known as the Bird Creek Basin have been something that has plagued the area for many years. In 2000 North Star supported a referendum in Tulsa County known as “4 To Fix The County”. Part of this referendum was to fund a study by the US Corp of Engineers to find solutions to the flooding of the Bird Creek Basin. The project passed by a 60% vote of the people and the study is being completed at the present time. It appears that a workable solution will be presented by the Corp.

  11. CONCLUSION It is the intention of North Star to continue to promote its programs in the areas of Transportation, Education, Health Care and to widen its base of communities or cooperate and support other groups interested in promoting economic development in the Northeastern Oklahoma area.
