ISO/TC 224 : a new type ofISO Standards • service standards …and not technical product or test method standards • Guidelines and not “management systems” specificationssupporting direct certification • complementary to ISO 9001 & 14001 which deal with the quality and environmental management systems • much more oriented towards performance values involving many “new” stakeholders (users, NGOs,….)
ISO standards will help improving: quality of water services andperformances and efficiency of water utilitiesfor both theinterest of usersand theprotection of the environment They will help to • improve the dialogue among stakeholders • develop a mutual understanding of responsibilities and tasks • establish objectives locally adapted, complying with mandatory requirements laid down by the relevant authorities • assess the quality of the services provided • monitor the performances of the water utilities providing with methods and tools, but with only some examples of performance indicators (PIs)

Participation in ISO/TC 224 • 44 countries involved:26 participating countries (P – members) and 18 observing countries (O – members) • 8 international organizationsAfWA, AIDIS, Consumers International, EUREAU, IWA, NORMAPME, WHO, World Bank
The ISO standards will be designed to assist the bodies responsible for providing the water services, and the public or private operator(s)they entitle for that purpose, for providing the users with a continually improving quality of service at optimal cost • The ISO standards are to be applied on a voluntary basis • The ISO standards are to be « globally relevant »
Three ISO standards in preparation : • ISO 24510Guidelines for the improvement and for the assessment of the service to users (service oriented standard) • ISO 24511 Guidelines for the management of wastewater utilities and for the assessment of wastewaterservices(management oriented) • ISO 24512Guidelines for the management of drinking water utilities and for the assessment of drinking water services(management oriented)
ISO 24510 and water quality (*) • “4.8 Quality of drinking water • 4.8.1 Public health quality • The user expects to be supplied with water that poses no threat to public health and complies with applicable local regulations and/or guidelines. • Example of PI : Performance indicator: Total number of treated drinking water tests complying with the local regulations and guidelines in a year / total number of tests of treated drinking water carried out during the year x 100 • Guideline: The operator or responsible body should include in a periodic report (e.g. the annual report) a summary of water quality related problems.” (*) as drafted in the CD submitted to TC enquiry in April 2005
ISO 24512…some objectives for the drinking water utility (1) (*) • “4.2 Protection of public health The primary objective of a drinking water utility is to ensure a sufficient supply of safe and agreeable drinking water”. Sufficient supply means a quantity of drinking water available to the consumer in accordance with applicable national public health standards, regulations or guidelines taking into account the WHO sanitation Guidelines (see bibliography [8]) Safe drinking water means drinking water that has a quality in accordance with the applicable national health regulations taking into account the WHO Guidelines for drinking water quality (see bibliography [9]). ISO 24512…some objectives for the drinking water utility (2) (*) • “4.3 Provision of services (under normal and emergency situations) An objective of a drinking water utility is to ensure that under normal conditions drinking water is available on a continuous basis. The objective should be also to provide drinking water to critical customers or critical service areas during emergency situations and to restore service as quickly as possible when interruptions have occurred. (*) as drafted in the CD submitted to TC enquiry in April 2005

ISO TC 224 work schedule: the way ahead… • 2006April – Sept. : Draft International Standardenquiry (DIS)(all ISO members) • 2006 March: 4 th World Water Forum in Mexico • 2006 Nov 29th- Dec 3rd: ISO/TC 224 6th meeting, Punta Del Este (Uruguay) • 2007 April (latest) Final DIS enquiry (all ISO members) • 2007 Sept: Publication of the ISO standards ?
