Public Information in Emergencies In disasters, accurate & timely information is as essential as food & water.
Why Do You Need a PIO? HINT: If the incident is big enough to consume a lot of your time… it’s likely to draw public and media interest. EM Director/ IC cannot manage the incident AND the public information needs.

Goals for Today: • Gain better understanding of PIO responsibilities • Public information in emergencies • JIS vs. JIC • JIC structure • Learn how to help your PIO (so s/he can help you)
Public Information in Emergencies • Gain and maintain stakeholder trust • Be first and best source of information • Ensure timely & coordinated release of information • Manage control of and correct rumors • Monitor & measure public perception of event • Inform IC/UC of public reaction, attitude, needs
Keep Stakeholders Informed Internal Stakeholders • SERT Partners – DOT, DHHS, Commerce, Ag, DENR, Admin, DOJ, Cultural Resources, Insurance, etc. • County leadership – mayors, city council, local Emergency Managers • Elected officials –local, state & federal • External Stakeholders • Residents • Media • Business community • Schools • Visitors/vacationers • Special Needs populations(language, mobility)
PIO Duties in Emergencies • Responds to media inquiries & interview requests, hold press conferences, answer questions • Prepare speakers for interviews • Develop/send news releases, briefings, talking points,videos, fact sheets, etc. • Update/monitor media, web, social media
PIO Duties in Emergencies • Coordinate with Mayor, Co.Comm. Office • Identify & correct rumors & information trends • Field inquiries from elected officials & staff • Develop briefings for local officials • Determine community needs; answer inquiries • Share recovery information
What’s a JIS? What’s a JIC? • Joint Information CENTERis location for the JIS. (It enhances information coordination) • Joint Information SYSTEM is info. coordination method(Think network of PIOs collaborating) Wilmington • When do you use JIC? For multiple incidents or when incident lasts multiple incident periods.
(Shhhh…. There’s no such thing!) • Virtual JIC
How You Can Help – Before • Identify a primary PIO (actually 3) • Get them training – G290, G291, E388, etc. • Identify process/resources for managing info. • Include PIOs in ALL exercises • Help them plug into county/state PIO network
How You Can Help - During • Know the PIOs Informational Needs: • Acknowledge the incident • Tell what is being done about it • Tell the public what they need to do • Tell people where to get more information. • Call PIO FIRST in incident • Keep them informed
