Media Security Reliability CouncilCouncil Mission • To prepare a comprehensive national strategy for securing and sustaining broadcast and multichannel video programming distribution (MVPD) facilities throughout the United States during terrorist attacks, natural disasters and all other threats or attacks nationwide. • The Council will be responsible for: • developing strategies that ensure the operation of broadcast and MVPD facilities before, during and after a major event. • recommending detection, preparation, and prevention plans to respond and recover from terrorist threats, natural disasters or other attacks upon America's infrastructure and its people. • assuring optimal reliability, robustness and security of broadcast and MVPD facilities throughout the United States. 4

Media Security Reliability CouncilCharter of Working Group • Address the risks and vulnerabilities of our nation's television, radio, multi-channel video, microwave, and satellite infrastructure during a time of terrorist attack, natural disaster or other manmade catastrophe. • Assess current practices in the areas of physical prevention and physical restoration to identify necessary enhancements or additions. • Evaluate the redundancy of media infrastructure within each industry and among different sectors. 5

Media Security Reliability CouncilTask Force Objectives/Assignments Today • Prevention: • Address the risks and vulnerabilities of our nation's television, radio, multi-channel video, microwave, and satellite infrastructure during a time of terrorist attack, natural disaster or other manmade catastrophe. • Evaluate the redundancy of media infrastructure within each industry and among different sectors. Recommendations: Report on best practices designed to address vulnerabilities in broadcast and MVPD facilities, including how best to address those vulnerabilities to prevent disruptions or misuse that would otherwise result from terrorist activities, natural disasters, or similar types of occurrences. 8

Media Security Reliability CouncilTask Force Objectives/Assignments Today • Restoration: • Assess industry’s current capabilities to physically restore broadcast service in an effort to identify what enhancements or additions are needed. • Facilitate the rapid restoration of broadcast and MVPD services in the event of widespread or major disruptions. • Evaluate the redundancy of media infrastructure within each industry and among different sectors. • Report on current disaster recovery mechanisms, techniques, and best practices. • Develop additional mechanisms, techniques, and best practices necessary more effectively restore broadcast and MVPD services following disruptions caused by terrorist activities, natural disasters, or similar types of occurrences. 10
