  4. „Review“ on German Report on DW Quality 2005-2007 to consumers and COM • included 2624 water supply installations (WSI >1000 m³/d or >5000 persons) providing 4.700 million m³ per year for 65,5 million consumers (79 % out of total population) • most parameters were compliant with DWD in more than 99 % of the analyses carried out • only nitrate and coliform bacteria were not compliant in 1 until 2 % of the analyses • 44 first or second derogations, mostly for pesticides or their relevant metabolites • Format was based on EC decision from 1992/1995on reporting on drinking water quality under former DWD from 1980

Principles in national reporting 1 Principles in line with the EC Guidance document on reporting • The report shall cover water intended for human consumption. • Reporting shall be kept as simple as possible. • Data should be presented in an easily understandable format. • The data to be submitted by MS to the COM shall be the minimum necessary to demonstrate compliance with the DWD. • MS are responsible for the accuracy of the data and for reporting to the COM. • Reporting shall be in an electronic format. In context with WISE a long term aim for MS will be to store information in national databases accessible through the internet by the COM (and consumers, regional authorities …).

  25. Principles in national reporting 2 • MS shall aggregate regional or federal reports into a national report. In Germany the Länder are in charge of enforcement of the Drinking Water Ordinance. This means that the (16) competent highest Länder authorities are the enforcement authorities (not the federal ministry). Adoption of GD to national responsibilities and requirements for reporting in line with the EC regulationsand the national (federal) specifics

Principles in national reporting 3 Principles in line with the national specifics • The Länder are responsible for the accuracy of the data and for reporting to Federal Ministry for Health • The Federal Environement Agency is the addressee for the information on derogationsand for the reports about drinking water quality. • In line with requirements of DWD, Guidance document (and TrinkwV 2001) the Länder authorities inform on water supply zones (WSZ) >1000 m³/d or >5000 persons in EC format. • For the purpose of reporting a water supply or water supply installation is a WSZ (under Annex II Tab. B1 Note 1 DWD). Domestic distribution system (under TrinkwV 2001 a descrete water supply installation) is part ofWSZ.

Principles in national reporting 4 Principles in line with the national specifics • Data on water quality (to be submitted by Germany to COM) shall to be in compliance with DWD (i.e. DWD parameters, monitoring frequencies according to DWD, allowance for reduction of analyses required under DWD).

  45. Definition of a Water Supply Zone A supply zone is a geographically defined area within which water intended for human consumption comes from one or more sources and within which water quality may be considered as being approximately uniform.
