  1. IRWMP – State Process Update • 50 applications in Step 1 • Requesting $1.4 billion • Total proposal costs: $4 billion • Total available funding: $150 million

North Coast Status at Step 2 • North Coast ranked second in state: 109 of 120 possible points • 16 of 50 applicants called back to Step 2 • Regions that were too small/not working together were requested to consolidate • 6-7 grant awards (of 16 step 2 applicants) • Awards = $25 million each • Strong emphasis on quality/readiness of projects • Step 2 applications due June 8th

  3. State Review and Decision Process • Eligibility, readiness, and completeness • Proposal review and score • Geographic scope • Response to consolidation request

Step 2 Criteria and Scoring • Step 2 criteria much different and more rigorous than step 1 (ie, economic analysis, proof of technical merit, feasibility, permits, design) • Total Score: • IRWM Plan – 30 points • Proposal (projects) – 80 points • Statewide Priorities – 30 points • IRWM Plan Score: choice to re-score or retain step 1 score

  5. Statewide PrioritiesNorth Coast Ranking Step 1 • Reduce conflict; resolve water rights disputes (low) • TMDLs (high) • Watershed Management Initiatives (high) • Address Environmental Justice Concerns (high) • Implement NPS plan and various state plans (medium) • Overall ranking: medium

North Coast Challenges • Readiness: project proponents relying upon IRWM funding to complete permitting and design • Integration across a large and diverse geographic region • Very competitive process: lots of other high quality proposals being developed in California that are ready and impact large populations • Very limited time to develop a seamless and competitive proposal for the North Coast Region

  7. North Coast Opportunities • Very strong ranking in step 1, high score on Phase I plan • North Coast is only applicant considered a Disadvantaged Community – many projects that benefit disadvantaged communities • Projects are high quality • Strong thematic link between North Coast Plan objectives (salmonids, beneficial uses of water, local autonomy) and individual projects
