The Finnish Transport Agency has made significant strides in risk management by addressing both safety and security issues through a newly formed top-level group. A comprehensive risk classification has been developed, encompassing strategic, safety, process, project, financial, personnel, operational, data security, and legal risks. Ongoing efforts include integrating safety, security, and risk management into a cohesive management system and preparing plans for exceptional situations. Despite progress, some vulnerabilities remain uncontrolled, prompting a focus on defining acceptable risk levels and collaborative contracts with industry partners.
