Introduction Article 7: “...the State shall establish and maintain a system of accounting for and control of all nuclear material subject to safeguards under the Agreement ...” • Article 3: • “...the Agency and the State shall co-operate to facilitate the implementation of safeguards...” • The basic elements of the • State System of Accounting and Control (SSAC) • are set forth in Article 31-32 of the Agreement.

Introduction • the State authority, office or persons designated as the formal technical interface for safeguards implementation with the Agency (and “facility” operators) • the system of nuclear material accountancy and control procedures laid down and implemented by the State authority (and “facility” operators)

  5. Introduction • Agency recommends that States designate the SSAC as the implementing authority for the AP advantage to do so: • SSAC is experienced in working with Agency. • AP requires reporting to the Agency on nuclear material and activities

  6. Jordan’s Radioactive Sources Register • JNRC has a complete updated register for radioisotopes (Rais). • JNRC experience in accounting and controlling radioisotopes will benefit Jordanian planned SSAC.

  7. Jordan’s Customs and JNRC Border Gates (import and export control) • Customs HS-codes (09) and JNRC permissions. • JNRC border detectors and employee. • Co-operation with other legal entities.

  8. SSAC National Objectives • regulate conditions of use • accounting for nuclear (and radioactive) material • physical protection (prevent misuse, unauthorized access) • ensure safety • radiological protection (workers, general public, environment) • control exports and imports

  9. Planned SSAC In Jordan • The state regulatory authority establishes the requirements for facility-level safeguards • The state’s requirements on facilities must allow for meeting the State’s obligations to the IAEA
