  1. Community services funding & the non-profit sectorASU Community Conversation, 9th Sept 2014 Dr Natasha Cortis Research Fellow Social Policy Research Centre n.cortis@unsw.edu.au

  2. What I’ll do 1. Public funding • Most important source of income for NGOs • But survey data shows public funding is inadequate • Particular problems for small orgs 2. Private funding • Government cutbacks placing pressure on NGOs to access private funds - Philanthropy, individual or corporate donations - Market income eg client fees, business activities • What does private funding mean for sector, and for jobs?

  3. Sources of funding for NSW NGOs,2012-13 (mean %)

  4. Smaller orgs depend most on the NSW Govt

  5. Measures of adequacy of NSW Governmentfunding (% or org who agree all or most of the time)

  6. Relationships with government around funding strengthened in the last 5 years (%)

  7. Private sources of funding • Increasingly important as governments cutback spending and won’t fix tax base • Governments are suggesting NGOs diversify their funding sources so they rely less on public money • Eg McClure, FACS reform agenda • Private sources • Philanthropic sources (fundraising, donations, corporate sponsorship) • Market sources (Business activities, client fees)

  8. Receipt of income from philanthropic sources,by org size, 2012-13 (%)

  9. Receipt of income from ‘market’ sources,by org size, 2012-2013 (%)

  10. To wind up… • Income from public sources sets foundation for the system… but often inadequate • What funding mix will help achieve a vision of a good community service system? • Implications of private funding • stability? • employment arrangements and conditions? • democracy & rights?
