Needs Assessment • Race and Ethnicity an Issue • < 90% of population white • 2% Black • 1% Other Ethnicities • (U.S. Census Bureau, 2011) • Lead to cross burnings/Ku Klux Klan Events in 1991 (Gibson, 2010) • From movement of Human Rights Commission to add Diversity to Dubuque • Expert Mike Gibson credits this to Xenophobia

Overview of Goals and Objectives • Individuals in the Tri-State area were surveyed by the Midwest Equality Foundation • Asked what resources they felt were necessary for the lesbian, gay, bisexual, transgender (LGBT) population • Need community outreach and a safe place where people can come together to host support groups • Need stronger educational base

Goal Objectives Developing different ally packets and programs Educate youth within the Dubuque Community School District through ally training and have completion rates of at least 80 percent. *80% of youth score higher on post-test than pre-test Give teachers, students, staff, family members, and business professionals in the community knowledge and skills to help combat bullying in schools and after the training test their completion of skills at a proficiency rate of at least 70 percent. To empower youth and boost their self-esteem through support groups and educational opportunities, test this by surveying attitudes before and after to insure improvement.

Goal Objectives Community outreach: to gain awareness through various advertising methods Assess community awareness by administering random survey before and after ad campaign through television, radio, and billboards to determine growths in public awareness and best mode of media. To make the Tri-State area a more gay friendly place by hosting rallies, groups, and educational forums and measure this through the results of a survey and improvement overtime.

Also underwrites the 2005 Matthew Shepard scholarship, which is a renewable four-year scholarship awarded to openly gay and lesbian Iowa high school seniors who have distinguished themselves in their schools and communities.” (Iowa Grants Guide)

  22. Yappers • The YAPPERS meet to engage in teambuilding and leadership activities, to discuss local youth issues and to plan events and service projects throughout the community. In their collective roles and youth leaders, the YAPPERS direct their energy and passion into two main projects: • A full grant making cycle - a process, that mirrors that of the Community Foundation. Grants are awarded to local agencies with programs that focus on youth. • The Empty Bowls project - a youth poverty awareness and fundraising campaign. YAPPERS work with area youth to paint and sell bowls. The project concludes with an annual "Feed the Need" dinner and silent auction with the same mission. All proceeds benefit local youth in poverty. www.dbqfoundation.org

Why we chose these items • In order to help with the school program • These materials are easy to duplicate • Material are fairly inexpensive and can be bought in bulk • Are good uses of advertising to reach a variety of people • Helps expand the publics knowledge though inexpensive materials and cost effective advertising
