  1. Assessment of urban and industrial air quality: a real-time web based approachEUREKA E! 3266 WEBAIR DDr. Kurt Fedra, ESS GmbH, Austria Prof. Tai J. Kim, BioTel, South Korea

  2. Assessment From Latin assidere: to sit beside or assist a judge • To determine the rate or amount • To make an official evaluation • To determine the importance, size, or value of ….. (for the purpose of taxation)

  3. Application domain: Air quality is a problem in all urban conglomerates world wide; Main pollutants: SO2, NOx, CO, O3, PM10/2.5, benzene, lead, …. Air pollution closely related to energy: CO2 and GHG (Kyoto) Emissions by: traffic, industry, households, agriculture/biogenic sources

  4. Dynamic Assessment: Impact assessment: Planning oriented, precautionary principle, minimize and mitigate negative impacts. Alternative/extension: Impact assessment as a continuous, real-time process of monitoring of impacts, compliance monitoring, forecasting, after implementation: aims at real-time control.

  5. Air quality assessment and management: EUREKA, WEBAIR Fully web based management information system, multiple models, nested grids, integrated data bases and GIS, real-time and scenario analysis, optimization, ….. AirWare is the result of a number of European and international RTD projects and pilot applications:

  6. EUREKA E! 3266 WEBAIR Partner countries:Austria, Croatia, Cyprus, Finland, Italy, Lithiuania, Morocco, Russia,Poland, Portugal, Switzerland, Slovenia, Slovakia, South Korea, South Africa, Turkey Topics: • real-time, on-line web-based implementation of models and tools (nowcasting, forecasting) , • eBusiness, eConsulting, eGovernment

  7. Application domain: • Compliance monitoring (96/62/EC), ozone warning (forecast), reporting • Maintenance of emission inventories (CO2/GHG), dynamic emission modeling • Simulation models for scenario analysis and real-time now-casting and forecasting • Links to traffic and energy models • Environmental impact assessment • Optimization for emission control strategies

  8. Implementation: • Fully web based implementation • Flexible client-server architecture, ranging from a single stand-alone systems to distributed networks and clusters; • Clients: PC with standard web browser • Integration of simulation models, data bases (emission modeling), and monitoring (data assimilation)

  9. AirWare architecture Real-time monitoring Remote data bases HPCN data bases GIS expert system models Local client ( LAN ) Internet client

  10. AirWare components: Data bases: • Emission inventories (georeferenced) , emission coefficients, temporal patterns • Observation data (time series) • GIS data (DEM, landuse, population) Simulation Models: • PBM photochemical box model • AERMOD/AERMET (local advanced Gaussian) • CAMx 3D nested grid Eulerian • MM5, DWM (diagnostic wind model)

  11. AirWare functionality: Emission inventoriesare supported for • industrial point sources, • commercial/ residential area sources, • street networks (line sources). Linked to the GIS, graphical display and analysis tools including estimation tools (rule-based expert system), automatic input to the simulation models.

  12. AirWare functionality: Embedded GIS: • MapServer • MapComposition • MapCatalog • Positioning of Objects • Map Import • Selection of background maps

  13. AirWare functionality: Monitoring Data: Time series for • Air quality observations • Meteorological variables • Emission data (major stacks) Includes the linkage to real-time telemetry data and database servers. Time series are attributes of georeferenced Monitoring Station Objects.

  14. AirWare functionality: Basic models in AirWare include: • AERMOD (short term, 24 hours, seasonal/annual long-term) • DWM 3D diagnostic wind model • MM5 dynamic 3D meteorology • CAMx 3D dynamic Eulerian model, photochemistry and nested grid • PBM photochemical box model • links to external models: Lagrangian and 3D dynamic multi-puff, heavy gas (RiskWare)

  15. Simulation models: • Run interactively for scenario analysis for model domains or individual sources • Single source impact assessment (annual) • Monitoring station location optimization • Run automatically every hour (now-casting) or every day (24/48 hour forecasting) with data assimilation Meteo data (MM5 or model interpolated observation data) and dynamic (modeled) emission data are automatically provided,

  17. NEW CAMx scenarios

  18. NEW AERMOD scenarios

  19. NEW CAMx scenarios

  20. Impact assessment: For new or modified sources: • Interactive construction of new emission sources • Extracts source characteristics from the emission inventory; • Retrieves meteorological data for an annual model run at hourly resolution; • Finds monitoring points (based on annual average maxima) in addition to user defined location • Computes absolute and relative contributions, impacts relative to user defined reference.
