  8. Step 3:Define the Terrain Know the Terrain • Where a “battle” will be fought… • “Tactical mapping” – CVTs initial map (on the issue of torture) diagrammed over 400 relationships (or “points of contact), from the highly local to the international levels.

  9. What is tactical mapping?   12. Tactical Map Benefits • Every relationship (or point of contact) – is a possible place to begin an intervention • A much wider array of tactics would be needed to engage these potential actors

  13. Creating a Tactical Map • There are FIVE steps in creating a tactical map.
