Federal-Regional Institutions in VSUES (placed by the Ministry of Education) • Regional Center of the Common Educational Information Environment Development in Primorsky Krai • Far Eastern Regional cadastral Bureau of the Russian Ministry of Education • Regional Center of providing High-Schools with an Internet access • Federal experimental Institution for educational services export development in Far Eastern Federal District • Regional Experimental Institution “School for Gifted children”

  4. MAIN CHALLENGES • Lack of the State budget financing • Geographical remoteness from the central part of Russia • Difficulties within the transition to Bologna Process • Formation of the world wide educational market in the framework of globalization

External Limitations Low effectiveness of the education management system and misbalance of the plans for human resources development at the level of the Ministry of Education High cost of the three-level system (bachelor-specialist-master) Demographic crisis in the Russian Far East (in the nearest future the number of students will be almost twice as less) Absence of the intergovernmental agreements on recognition of diploma and credit system Internal Limitations Low financial support per student (from budget -$500, non budget - $1000) that is an obstacle to modernization of infrastructure within the University Weak personnel motivation mainly because of a law salary ($150-200 per month) that does not allow to move to modern educational practices and raise quality of education Low effectiveness of the University management, absence of an exact education quality system Weak involvement of students and teachers in the University management External and Internal Limitations

High level of English teaching as a language of international communication Recognition of the Russian diploma at the international educational market, first of all in China Internal Opportunities Modernization of the University management system Formation and application of the University quality system Formation of the University corporate values, involvement of the businesses, society etc. in the educational process Optimization of the educational process and modernization of the student knowledge evaluation system. Transition from the scheme “Education for all life” to the “Education through all life” External and Internal Opportunities

Conclusions and offers for cooperation • «2+2» program will allow to: • attract students from two more Chinese Universities • increase salary • create additional working places for teachers • create a civilized labor market • VSUES transition to two-level educational system • Invitation to the International Scientific Conference in Vladivostok, fall 2004
