  4. The Directive: Managers of all projects shall write data management plans which shall: • Address questions in Template (Appendix A) • Be stored in the NOAA DMP repository before starting to acquire data.

High Level Concepts • Directive • Pieces adopted/adapted from existing DMP procedures • Q&A Template • Guidance/Best Practices rather than Mandated format • Not Final or Perfect; Will be revised in one year • Plans • Hierarchical: NOAA-wide  LO Program • Scalable: To size and significance of project • Plan Repository • A resource for project managers writing plans • Tool for management to assess DM projects • Implementation will require outreach and training • It’s a Cultural Shift!

Possible recommendations • That data be recognized as a principle NOAA resource and be managed as such. • Support the EDMC in developing metrics and tools to implement the NAO21-15 and related Procedural Directives • Provide appropriate directives and incentives to the AAs to ensure the data management metrics are increasingly improved within their line and staff offices. • Support new budget initiatives that address Enterprise Data Management • Encourage regular of data management agenda items at NEP and NEC meetings • Establish a program to provide funding to innovative EDM projects

  12. NOAA Executive Panel (NEP) Makes decisions on NOAA-wide operating issues and policies. The forum through which NOAA senior management will have input into the day to day NOAA-wide management issues that do not require the attention of the NEC Made up of the Deputy AAs, Chaired by DUS Meets bi-weekly

  13. NOAA Executive Committee (NEC) Highest level executive management body within NOAA. Advises the Under Secretary of Commerce for Oceans and Atmosphere/NOAA Administrator before final decisions on NOAA wide policy are made. It is the forum through which NOAA senior management provide advice and counsel on high level operation and management issues. Made up of AA’s, Chaired by US Meets bi-monthly
