  2. EPWP DEFINITION Nation-wide programme which will drawsignificant numbers of the unemployed intoproductive work, so that potentialentrepreneurs & workers gain skills while at work, andincrease their capacity to earn an income. 3

ROLE OF PUBLIC WORKS • DPW does not control funding; has a role of influencing how money is spent • EPWP has four pillars: infrastructure; economic; social and environmental sectors • DPW performs overall coordination of the programme, i.e. supporting lead sector departments and provincial coordinating departments • Another DPW role is leading the infrastructure sector (Building and maintenance) 4

  4. SOCIAL SECTOR Aims to create work opportunities through learnerships and skills development initiatives in the areas of Home/Community Based Care (HCBC) and Early Childhood Development (ECD). And an accompanying aim is to expand the beneficiary base serviced by the skilled practitioners 5

  5. ECONOMIC SECTOR • Work opportunities are created through utilising general govt expenditure on goods and services to provide experience component of small enterprise learnership programmes. • A New Venture Creation Leanership (NVCL2) has been developed 6

INFRASTRUCTURE SECTOR INFRASTRUCTURE SECTORled by DPW LIC GUIDELINES LEARNERSHIPS PUBLIC BUILDINGS MAINTENANCE • LIC Guidelines are a DORA requirement guiding Implementation of Labour-Intensive Infrastructure Projects for the EPWP • Labour intensive construction learnership • Focusing on DPW own maintenance budget 7

CETA-DPW Learnership Programme • CETA has agreed to fund Learnerships for 750 individuals for the EPWP Labour Intensive contractor Learnership programme • EachContractor Learnership will have three personstrained in the programme: one contractor and two site supervisors • The Learnership is a two year programme • DPW will provide a mentor over the two-year period to the learner contractor • Public body will allocate three training projects to the learner contractors • DPW will also provide programme management support as required 8

  8. ENVIRONMENTAL SECTOR Involves employment & training of people on projects to improvetheir local environments. Projects include: • Clearing of alien vegetation • Rehabilitation of wetlands • Support of fire protection associations • Waste management programmes • Coastal management and • Eco-tourism projects 9

Learnership Budget Implications • Contractor will be awarded three projects over the learnership period. • 1st Trial Contract R250,000 – R500,000 • 2nd Trial Contract R300,000 – R1,000,000 • 3rd Standard Contract R 800,000 and above • For Each Contractor the Public Body would need to budget at least R1,350,000 over 2 years 15

  13. Target Groups “These Learnerships DO NOT specifically target the unemployed or unskilled. These people are targeted as labour in the EPWP. The Learnership programme targets people, within the affirmative action framework , that will have the best chances of succeeding as a small contractor. The following characteristics of applicants will therefore count in their favour in the selection process: • Experience in the construction or contracting sector • Experience in owning/ running or managing a business • Higher qualifications than the minimum specified • Access or ownership of capital or assets that would be useful for the contracting company.” 17

Site Supervisor Requirements • Literacy and Numeracy • Grade 12 Matric • Two year full time contract commitment to the learnership (Construction Site Supervisor NQF Level 4) • Employed by the Contractor at least for the duration of the Learnership • Preference will be given to applicants who have attended a Tertiary / Technical Civil Engineering Courses. 19

  16. Selection process • Advertisement • Briefing sessions • Pre-screening of applicants • Written Assessments • Financial screening • Interviews • Final selection 20

  17. Financial Services for Contractors • ABSA Bank has been appointed to provide financial services to Contractors • Has agreed to reduce criteria for learner contractors to qualify for finance 21

  18. Financial Service to be provided • ABSA prescreens learner applicants • ABSA Cheque Account • Asset Finance (Vehicle/ Light Equipment) • Overdraft/ Working Capital • Training on financial management • During learnership, Mentor is co-signatory on the account 22
