  2. The Quality Texas Foundation Vision •By helping our customers develop successful organizations, we improve our communities, our state, our country, and our world. Mission •We help create excellent businesses, hospitals and schools by sharing knowledge about the Baldrige process and other methods that drive organizational efficiency, effectiveness and sustainability.

  3. Who We Are The Quality Texas Foundation helps businesses, hospitals, schools, government agencies and non-profits improve performance. We educate, train, assess, provide feedback and recognize organizations committed to a journey of excellence. Quality Texas encourages use of the Baldrige Criteria for Performance Excellence and other methods that drive efficiency and effectiveness. Our work saves jobs, improves communities and creates a stronger state and nation, and ultimately a better world for mankind.

  4. The History of the Texas Award • Award program began in 1994 • Since the beginning of the program, 44 organizations have received the Texas Award for Performance Excellence in Manufacturing, Service, Small Business, Education, Health Care and Public Sector • In 2007 the program expanded to allow for 4 levels of applications – Engagement, Commitment, Progress and Award Levels • For the 2012 process, the program has involvement with several organizations submitting applications to Quality Texas in the multi-level program (7 cycles offered), with 7 applying for the Texas Award for Performance Excellence

  5. Quality Texas Foundation Organizational Values: Service to the Public, Fairness and Honesty, Teamwork for the Common Cause, Untiring Effort for Improvement, Courtesy and Humility, Accord with Natural Laws, Gratitude.

  6. Goal of the Award Criteria To define key requirements for an organization to deliver ever-improving value to customers, while at the same time maximizing the effectiveness and productivity of the organization.

  7. Examiner Role & Responsibility Examiners provide analysis and insight to lead the organization to the next level of maturity.

  8. Evaluation Process 1) Stage 1 Independent Review of Applications - Individual assessments of written applications 2) Stage 2 Consensus Review of Applications - Team Leader facilitates Consensus Process 3) Stage 3 Site Visit - Team Leader leads Site Visit process - Team develops report with Site Visit findings for Judges 4) Judges Review Site Visit Reports and Recommend Award Recipients

Evaluation Process Cont. 5) Quality Texas conducts due diligence on organizations recommended as award recipients. 6) Chair, Panel of Judges presents recommendation to the Board of Directors for ratification 7) Board of Directors notify award recipients by phone 8) Director and Assistant Director of Program Administration notify non-award recipients by phone 9) All applicants recognized at annual Awards Events At the conclusion of the evaluation process, all applicants will receive Feedback Reports.

  10. Purpose of the Site Visit • Verify and Clarify Uncertain Points in the application • Investigate Areas Most Difficult to Understand from the Limited Size of Application • Deployment • Integration • Learning • Update latest Performance Results • Not Conducted as an Audit

  11. Site Visit Activities • Examine Specific Issues • Interview selected employees in focus groups and/or individually as necessary • Review selected documents • May not address the entire application • Prepare report for the Judges
