  2. What is a DRI? (State Statute Section 380.06(1)) • any development which, because of its character, magnitude, or location, would have a substantial effect upon the health, safety or welfare of citizens of more than one county, • determined in part based on the size of the development,

What is a DRI? • Numerical thresholds for different types of development are identified in Florida Statutes, and Florida Administrative Code, - Shopping Center (40 acres or 400,000 sq. ft.), - Office (30 acres or 300,000 sq. ft.), - Residential, Depends on County population, Flagler County - 750 units) - Combination of different development to reach threshold

Development Order • Development Order is an agreement between Developer, City and Review Agencies • DO is a statement of developer’s entitlements • Significant changes to DO (e.g. additional intensity/density, reduction of open space, additional lands) require “Notice of Proposed Change (NOPC)” • NOPC Similar to DRI Approval Process
