  2. The establishment of the Public Investments Evaluation Unit The Campania Region Public Investments Evaluation Unit was instituted in 2001, following the Italian Republic Law n. 144/99.

  3. Composition The Regional Evaluation Unit (REU) is made up of 8 members (plus the director of the unit) They are experts in evaluation and management of complex programmes,with the following areas of expertise: 3 experts in infrastructure and industrial investments; 3 experts in territorial planning; 2 experts in economic and social analysis.

  4. REU ACTIVITIES RELATED TO THE EU EVALUATION LIFE CYCLE During the 2000-2006 programming period the REU has been involved in the activities related to the following steps of the EU evaluation life cycle: • Ex Ante Evaluation • Mid Term Evaluation • Update Mid Term Evaluation

  5. EX ANTE EVALUATION The REU is in charge of the assessment of: • projects which cost more than 10 MEuro; • feasibility studies; • Integrated Projects

  6. MID TERM EVALUATION The ROP MTE was carried out by an external independent evaluator under the responsibility of the managing authority through a feedback with REU. REU has developed the activities as the Steering group (according to the CIPE deliberation 83/2000). In particular, the role of REU was: • to define the technical contents of the Call for the selection of the Independent Evaluator (IE); • to follow up the MTE activities, with particular attention to the methodological aspects; • to monitor the quality of the analyses developed by the IE; • to give feedback on results to the OP Managing Authority.

  7. UPDATE OF THE MID TERM EVALUATION • The Commission proposed to let the managing authorities decide if the update should be undertaken externally or internally, as long as core elements were addressed. • Regione Campania decided to undertake it internally. REU was put in charge of the update of the mid-term ROP evaluation in October 2004 (according to Campania Region Decision n.1764/04). The update evaluation process ended on the 31st December 2005. • The role of the REU was: • to co-ordinate the entire evaluation activity; • to write the update mid-term evaluation report.

  8. Consideration on the update of the MTE • Putting the REU in charge of the mid term update gave the whole Regional Administration a good opportunity to develop a better internal evaluation capacity.

  9. EX ANTE EVALUATION OF 2007-2013 PROGRAMMES • About 10 days ago Campania Region decided to undertake internally the ex ante evaluation of 2007-2013 Programmes. • REU has been put in charge of it .
